Background
The UNDP Regional Centre Cairo and the UNDP election project specifically, following the successful implementation of its 1-day BRIDGE Showcase at the League of Arab States (LAS) located in Cairo, will now host the first of its 2 BRIDGE Workshops for this year. The curriculum will follow a UNDP customized BRIDGE (Building Resources in Democracy and Electoral Assistance) in Arabic. BRIDGE is a modular professional development program with particular focus on electoral processes, which promotes internationally accepted principles of democracy and good electoral practice. Its partners are the Australian Electoral Commission (AEC), International Institute for Democracy and Electoral Assistance (IDEA), and the International Foundation for Electoral Systems (IFES), United Nations Development Program (UNDP) and the United National Electoral Assistance Division (UNEAD).
Duties and Responsibilities
Summary of Key Functions:
The Facilitators will be expected to:
  • Develop a 3-day Agenda for the Workshop;
  • Ensure that the BRIDGE methodology is adhered to in terms of training methods selected, development of learning plan and the Participant Handbook and handouts;
  • Facilitate sessions during the Workshop;
  • Prepare a final report upon completion of the training course;
  • Working with the LAS coordinators, identify modules and possible recommendations of trainers to follow and support the scheduled TTF programme.
Deliverables
A final workshop report within 1 week following the training completion. The report should contain: (i) A summary discussion of the implementation of the assignment; (ii) A summary and analysis of Evaluation Forms completed by the participants; (iii) Modules to cover in the upcoming trainings, and recommendations of persons for the TTF (scheduled for June 2014).

  • Not less than 10 years working and training experience related to electoral support and democratic governance
  • Must have BRIDGE Accrediting Facilitator status;
  • Previous experience of running BRIDGE module workshops is an asset;

OBJECTIVES OF THE PROGRAMME :
The objective of the HR unit in EMRO is to uphold the WHO global mission by working in partnership with management and staff to fulfil the Organization's evolving HR needs, in support of efficient and effective program delivery.
Purpose of the position:
To provide high quality, consistent and responsive actions in the area of HR services and monitoring to all Budget Centers.
Organizational Context:
This is a generic post description; incumbent works under the direct supervision of the HR Specialist and general guidance of the Human Resources Officer and is responsible to carry out some or all of the duties outlined below, as assigned. Routine work is performed independently, supervisor provides guidance and instructions on non-routine matters and matters which involve a commitment of significance and/or deviation from established guidelines. Staff may be rotated and assigned to perform other duties including ad-hoc assignments for reinforcing the teams or replacing staff as required.
Description of duties:
  • Monitor the GSM HR Action Plan to ensure extensions, reassignments and separation actions are initiated appropriately in a timely manner, sending reminders to concerned staff when necessary.
  • Follow up with the Global Service Centre on all the contract administration related matters.
  • Respond to general routine queries related to employment conditions; drafting routine correspondence. Refer complex queries and urgent matters to senior staff/supervisors.
  • Request and process forms related to performance evaluations, administration of entitlements, e.g. pension funds, designation of beneficiaries, etc. Correspond with concerned staff as and when necessary.
  • Review Special Service Agreements (SSA) issued under delegation of authorities to ensure consistency, compliance to procedures and SSA policy.
  • Contribute to updating and maintaining related HRIS, compiling HR related data to facilitate issuance of statistics and reports.
  • Maintain and update all confidential files pertaining to HR administration of staff and preserve confidentiality of information.

The purpose of this announcement is to hire an independent national consultant to undertake a gender analysis of the new Egyptian constitution and to recommend legal articles concerning parliament and local councils law as well as to encourage decision-makers to include them in the new legislation draft. The assignment will be under the framework of the Women Political Empowerment Programme, which focuses on developing the capacities of women to engage in politics as informed voters and capable candidates. UN Women Egypt is supporting the transitional government and advocating for a gender-responsive Constitution and developing the capacities of national and local authorities, civil society and religious entities. UN Women Egypt is facilitating consultations between the transitional bodies and women's rights advocates in order to create a more participatory culture both as part of its coordination role within the UNCT and as a catalyst among stakeholders.
Duties and Responsibilities
In particular, the objectives of the assignment are the following:
  • To conduct a gender analysis of the new constitution;
  • To recommend articles concerning parliament and local councils law;
  • To develop solid legal articles proposals to be used for negotiation and advocacy purposes by women rights groups;
  • To underline the importance of women rights in the drafting of the new legislation especially the legislation law.
Deliverables
Under the overall supervision of UN Women Programme Manager, below are the expected deliverables:
  • A comprehensive study of the new constitution from a gender perspective;
  • Recommendation for amendment of the parliament and local councils' law;
  • Provide support to women rights movements by providing them with reliable knowledge and information, examples and documented evidence concerning the proposed law articles, in order for them to conduct advocacy for the laws' amendment;
  • Present the draft laws to the President Consultant for Women, the National Council for Women, the Ministry of Justice's legislation department, political parties, women rights advocates and the parliament.

To work with Member States to improve the availability, quality and use of health information at country and sub-national levels and to strengthen the evidence base at regional and global levels to monitor and reduce inequalities in health.
Purpose of the Position:
Under the supervision of Coordinator/HIS, TA/HIS will perform technical and procedural tasks which involve extract and verification of health related indicators from various sources for summary statistics and analysis. Extract upon request cause-specific mortality, risk factors and burden of disease statistics from reports or global/regional databases, and conduct statistical analysis and graphical presentation using packages such as STATA.
Description of duties:
Organizational context:
The incumbent will be working under the general supervision of Coordinator/HIS while priority and policy initiative are determined by Director/IER, DPM and RD. The incumbent plans steps and completes assignments independently for further verification by COR/HIS. Considerable judgment is involved to determine appropriate methods for conducting statistical analysis and preparing graphical presentation while adapting and applying available statistical tools.
Summary of Assigned Duties:
Under the overall supervision of the Coordinator/HIS, TA/HIS will:
1. Analyze available in-house and online accessible databases to produce summary statistics in tabular and graphic formats with interpretations as requested by Technical Units or Member States using appropriate statistical techniques.
2. Extract necessary information from relevant sources and validate data reported in technical papers submitted for review by department or other technical units for preparation of reports and presentations.
3. Use statistical packages such as STATA to conduct trend analysis, comparison and correlations of aggregated or individual data.
4. Extract cause-specific mortality, risk factors and burden of disease statistics from reports or global data bases for in-depth country or regional analysis as requested by the unit or other departments.
5. Follow up with Member States on reporting of cause-specific mortality using the WHO standard tools and liaise with HQ on the quality assessment of ICD coding for causes of death.

  • Timely production of required statistics to be used in preparing country profiles, technical reports, presentations and regional trends analysis.
  • Participate in the design of data capturing forms for routine and non-routine health information system.
  • Compile mortality statistics, life tables from Member States for technical review.
REQUIRED QUALIFICATIONS

Essential: Graduation from secondary school, supplemented by courses in statistics or mathematics and economics.
Desirable: University degree in Statistics, Epidemiology, or Econometrics is an asset.

Transport Specialist
Purpose
The EIB seeks to appoint a transport specialist to support its Luxembourg based team ("the Team") responsible for the Southern Neighbourhood Advisory Programme – Transport (SNAP-T) ("the Programme") aiming at the preparation for financing of key infrastructural projects in the Mediterranean Partner Countries. The transport specialist will follow activities related to the Programme in Egypt and in the wider Mashreq region (notably Lebanon, Palestine and Jordan). S/he will be part of the Mobility Department of the Project Directorate, and will report to the responsible technical expert in Luxembourg. Being also a member of the EIB Regional Office in Cairo, s/he will be report to the Head of this Office for administrative and coordination purposes. The successful candidate will have the opportunity to make a varied, interesting and substantial contribution to the Programme in the Region.
 Accountabilities
Specifically she/he is expected to carry out the following duties supporting the Team in the performance of the following tasks:
  • Develop contacts with relevant authorities (e.g. Ministries of Transport, International Cooperation and Finance) with a view to identify priority projects
  • Develop contacts with other key external parties (e.g. European Commission, international and national financial institutions, local authorities, private companies, other institutions, etc);
  • With respect to the projects identified, prepare ToRs for feasibility studies,  and supervise on-going Technical Assistance (TA)   for the preparation and implementation of projects
  • Identify/prepare ToRs/supervise TA for  capacity building in the transport sector
  • Provide direct advice to relevant promoters and transport authorities
  • Monitor project implementation as necessary;
  • Represent the EIB at events, for example regular meetings with public authorities/European Commission or meetings with IFIs. 
Qualifications, experience and skills
  • University degree in Civil Engineering and/or Transport Planning and Economics;
  • Minimum 5 years of experience in the transport sector as engineer or economist, ideally combined with banking experience in project preparation and implementation;
  • Prior experience in working with IFIs, e.g. through work under IFI-funded TA operations;
  • Knowledge with international procurement
  • Used to carry out feasibility studies (technical, environmental, economic) for transport projects and involved in project financing;
  • Dynamic individual with excellent interpersonal and technical skills;
  • Good communicator;
  • Work autonomy and capacity to initiate actions in a pro-active way;
  • Capacity for rapid and clear analysis and reporting;
  • Multi-country working experience would be an advantage;
  • Excellent knowledge of spoken and written English and Arabic; a good command of French would be an advantage.
 The position is open to Egyptian nationals and other nationals with a valid Egyptian work permit Although mainly operating from Cairo, the successful candidate should be prepared to travel within the Region.
