Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Egypt Country Office is based in Cairo, and works in the following priority areas:
- Leadership and Political Participation;
- Economic Empowerment;
- Ending Violence Against Women;
- Governance and National Planning.
The purpose of this announcement is to hire an independent national consultant to undertake a gender analysis of the new Egyptian constitution and to recommend legal articles concerning parliament and local councils law as well as to encourage decision-makers to include them in the new legislation draft. The assignment will be under the framework of the Women Political Empowerment Programme, which focuses on developing the capacities of women to engage in politics as informed voters and capable candidates. UN Women Egypt is supporting the transitional government and advocating for a gender-responsive Constitution and developing the capacities of national and local authorities, civil society and religious entities. UN Women Egypt is facilitating consultations between the transitional bodies and women's rights advocates in order to create a more participatory culture both as part of its coordination role within the UNCT and as a catalyst among stakeholders.
Duties and Responsibilities
In particular, the objectives of the assignment are the following:
- To conduct a gender analysis of the new constitution;
- To recommend articles concerning parliament and local councils law;
- To develop solid legal articles proposals to be used for negotiation and advocacy purposes by women rights groups;
- To underline the importance of women rights in the drafting of the new legislation especially the legislation law.
Under the overall supervision of UN Women Programme Manager, below are the expected deliverables:
- A comprehensive study of the new constitution from a gender perspective;
- Recommendation for amendment of the parliament and local councils' law;
- Provide support to women rights movements by providing them with reliable knowledge and information, examples and documented evidence concerning the proposed law articles, in order for them to conduct advocacy for the laws' amendment;
- Present the draft laws to the President Consultant for Women, the National Council for Women, the Ministry of Justice's legislation department, political parties, women rights advocates and the parliament.

Required Skills and Experience
Education:
- An advanced university degree in a development or social sciences related areas – Political Science, Economics, Law, Public Policy, International Relations etc.
Experience:
- A minimum of 5 years, professional experience in women rights and legislation;
- Fluency (written and verbal) in English and Arabic required;
Evaluation Criteria
Individual consultants will be evaluated based on the following methodology: Cumulative analysis:
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight; 70%
Financial Criteria weight; 30%.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.
Criteria Weight Technical: 70%
- Criteria: At least five years of relevant experience in women rights and legislation (Weight: 30%. Maximum obtainable Points: 30);
- Criteria: Knowledge of gender issues and women rights in Egypt (Weight: 30%. Maximum obtainable Points: 30);
- Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
- Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);
Financial: Lowest financial proposal: 30%.
Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:
(Lowest Bid Offered*)/(Bid of the Consultant) x 30 *'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.

- Financial proposal indicating a lump sum consultancy fee for the deliverables in EGP (daily rate);
