Basic purpose

Roles and responsibilities

Background
In October 2012 the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) signed the Framework Agreement on the Bangsamoro (FAB) which provides for the creation of a Transition Commission (TC) that will coordinate 'development programs in Bangsamoro communities in conjunction with the MILF Bangsamoro Development Agency (BDA), the Bansamoro Leadership and Management Institute (BLMI) and other agencies' (Section VII, 4c of the FAB). The MILF Chairman Al Haj Murad Ebrahim, through a directive issued on March 22, 2013 asked the BDA Chairman Dr. Saffrullah Dipatuan to 'coordinate with donor and funding partners, conduct needs assessment in the Bangsamoro immesiately, and to expedite the completion of the formulation of the Bangsamoro Development Plan.' The BDA was created by the MILF Central Committee on Jun2, 2002 in pursuance of the Humanitarian, Rehabilitation and Development Aspects of the GPH-MILF Tripoli Agreement on Peace and has been chosen for the task of facilitating the formulation of the Bangsamoro Development Plan (BDP) because of its accumulated knowledge and experience in humanitarian and development work and history of collaboration with a number of donor agencies. BDA has collaborated with the World Bank, Japan International Cooperation Agency (JICA), UNICEF, World Food programme (WFP), International Labor Organization (ILO) and other development partners.
Consequently, a needs assessment in the Bangsamoro, focusing on 'short-term, quick impact projects' such as community livelihoods in selection locations, was initiated in March 2013 under the GPH-MILF Sajahatra Bangsamoro Program. While the Sajahatra program seeks to accelerate rehabilitation and recovery of the Bangsamoro area, there is a need to formulate a development plan anchored on the medium and long-term development vision and strategy for the Bangsamoro. Thus, the concept note, 'Promoting Inclusive Growth and Stability in the Bangsamoro Area: A Concept Note on the Formulation of the Bangsamoro Development Plan' was prepared to articulate the objectives and operational details in drafting the proposed Bangsamoro Development Plan (BDP).

Duties and Responsibilities
Scope of Work and Specific Tasks:
The GAD Planning Specialist (international consultant) will work closely with the BDP Core Planning Team, BDA and other relevant stakeholders, and with the UN Women Philippines Project Office to enhance local stakeholder capacity for GAD planning, conducting gender needs assessment and gender analysis and in formulating and reviewing relevant chapter(s) and or provisions on 'women's empowerment and gender and development.' Specifically, the GAD Planning Specialist shall:
  • Identify relevant gender indicators for use in gender needs assessment and analysis, and prepare a planning design (2 days);
  • Conduct desk review, and gather, consolidate and analyze available gender data and make them available for use by different thematic/sectoral clusters (8 days);
  • Conduct at least one orientation seminars on GAD Planning and Budgeting (4 days);
  • Facilitate at least one (1) FGDs among the BDP chapter focal points as part of the process of conducting and drafting a gender needs assessment and gender analysis and identifying elements of a plan chapter on 'Women's Empowerment and Gender and Development' and conduct a validation exercise (3 days);
  • In consultation with BDA, Bangsamoro women's groups and other stakeholders, prepare technical inputs for draft chapter on women's empowerment in keeping with over all planning guidelines provided by the Core Team (7 days);
  • Conduct a review and validation exercise (2 days);
  • Participate and provide technical inputs in planning meetings and consultations as needed (8 days).
Expected deliverables:
  • Activity design for Orientation seminar on Gender Planning and Budgeting and relevant instruments;
  • Detailed Work Plan;
  • Desk Review Report and Compiled Gender Data;
  • FGD and Activity Reports (Conduct at least 1 FGDs, 1 orientation seminars, and 1 chapter review/validation exercise; and attend at least 2 relevant planning meetings and consultations) Gender Analysis report (2 days);
  • Written technical inputs for draft Chapter/section on Women's Empowerment and Gender and Development and other relevant provisions in the BDP.

OBJECTIVES OF THE PROGRAMME :
Ensures that all official documents and communications issued by the Regional Director and the Regional Office are in clear and appropriate English. It coordinates and edits all Regional Committee documentation. The unit also edits and monitors the submission of mission and meeting reports, as well as the other Regional Office documentation. EDT provides overall guidance to the Publication unit to improve printed information products.
Description of duties:
1. Assist the Reports Editor in monitoring, filing, indexing and meeting other administrative requirements for mission reports, regular budget, UNDP and UNFPA project progress reports, WRs' semi-annual reports, reports and documents of meetings, workshops, seminars and other group educational activities and the Regional Committee.
(a) Maintain a database of reports in the computer to record the following information: report series number, author, project number and title, restriction code, budget code, place visited, dates of mission, subject covered by the report, key words, executive summaries and clearance dates.
(b) Prepare a list of outstanding reports every month and submit to EDT for confirmation and for a quarterly follow up with the respective operational officers; prepare and distribute the Annual List of Reports covering WPRO activities (red book).
(c) Arrange with unit secretaries briefing schedules of consultants and other staff with EDT; provide, as necessary, materials and other briefing packages given by EDT.
(d) Regularly update file and checklists of WRs' semi-annul reports, regular budget, UNDP and UNFPA reports and ensure that deadlines for submissions are met; submit to BFO a list of UNDP and UNFPA reports on semi-annual basis.
(e) Coordinate with MAC regarding issuance of numbers for the information bulletin, agenda, working documents and handouts used in meetings, seminars, workshops and other group educational activities.
(f) Act as custodian of EDT unit's depository of records, documents and other reference files.
(g) Attend to inquiries of secretaries regarding preparation and processing of mission reports.
(h) Collect background materials as a basis for replies to incoming correspondence and prepare draft correspondence of a non-technical nature when required.
(i) As necessary, suggest updates to the WPR Secretaries' Handbook and other guidelines for writing and preparing reports.
2. Assist Administrative Assistant/EDT in the preparation and processing of Regional Committee documents and in the maintenance of Regional Committee reference file and background documentation.
(a) Type, process, print and store the Regional Director's Annual and Biennial Reports and other Regional Committee documents and working papers through the use of MS Office programmes.

3. Replace incumbent of post 180003 (Administrative Assistant) during her absence.

Duties and Responsibilities
Coordination:

Civil Military Coordination:
Under the supervision of the National Disaster Response Advisor (NDRA)/CM Coord Officer, Focal Point between the military and civilians to coordinate disaster response operations especially during disasters/emergencies.
  • Work with the head of the section to represent the humanitarian community to the appropriate military actors;
  • Ensure all matters related to civil military coordination including the organization and facilitation of civil–military coordination meetings are completed. Take minutes in such meetings and follow up on agreed-upon actions;
  • Represent the NDRA in regular meetings concerning CivMil function in his/her absence;
  • Establish and maintain good working relations with all stakeholders including National and International Security Forces, NGOs, UN and GoA;
  • Establish good relations and networks with NGOs, UN, Military and Government staff as directed by the NDRA;

Background
In the early morning of 08 November 2013, Typhoon Haiyan, locally known as Yolanda, made its first landfall over Guiuan, Eastern Samar, following a north western trajectory. Passing over several provinces in Visayas and nearby Luzon and making landfall at least six times, the typhoon brought maximum sustained winds of 215 kph near the center and gustiness of up to 250 kph, leaving a trail of totally damaged houses, roads and important infrastructure. Winds brought by the typhoon were extremely powerful causing the massive destruction of structures lying in its path. The typhoon likewise occasioned a storm surge in coastal areas that reached up to as high as 20 feet, causing deaths and bringing about enormous quantities of debris. Over 10 million people have been affected by the disaster, with at least 3,982 deaths based on data from the National Disaster Risk Reduction and Management Council (NDRRMC) as of 19 November 2013.
As the Early Recovery co-lead, UNDP will implement a project to support local authorities and disaster-affected communities in clearing and managing debris brought about by Typhoon Haiyan, ensuring the continued entry of critical humanitarian assistance and other life-saving services to affected communities and reducing threats to lives and health risks of residents. The project will focus on the hardest hit municipalities and cities by providing 'stop gap' support to the concerned local government units (LGU) and creating immediate temporary employment opportunities for women and men through their participation in cash-for-work activities over a 6-month period. Country office and field-based personnel will be engaged by UNDP to assist in the implementation.
Duties and Responsibilities
Under the overall guidance of the Crisis Prevention and Recovery Unit (CPRU) Team Leader and direct supervision of the Communications Team Leader, the Communications Assistant will primarily support CPRU, in its activities in TY Haiyan areas as well as other disaster and conflict-affected areas, by carrying out the following tasks:
  • Perform day-to-day internal and external communication assignments and tasks and provide copyediting and proofreading support for publications;
  • Develop, maintain and update online content and provide social media support, posting to social networking sites as directed;
  • Write articles such as success stories, press releases, speeches, etc.;
  • Research, prepare and distribute news releases, email communications, newsletters, email blasts and other communications materials to media outlets;

Background
The 7.2 magnitude earthquake which hit Central Visayas on 15 October 2013 damaged critical infrastructure and displaced hundreds of thousands of people. As of 27 October, the Department of Social Welfare and Development (DSWD) has placed the total affected population at 1,250,974 in the province of Bohol alone. Of this number, approximately 88,804 persons are staying in 345 evacuation centers while 246,697 are staying either with relatives or in makeshift tents outside their damaged houses. DSWD estimates that 12,403 houses were totally damaged while 55,866 sustained partial damages. Most of the latter would need a thorough assessment to ensure structural integrity and fitness for habitation. On the other hand, damages to service infrastructure (e.g. health centers, hospitals, schools, markets) as well as governance infrastructure (e.g. barangay and municipal halls, multipurpose halls, gymnasiums) are extensive. Access to the affected areas especially to interior barangays is difficult and time-consuming following the critical damages sustained by important bridges, infrastructure, roads and ports. Power supply has been interrupted in many affected sites and repair work is still incomplete at this time.
