Background
Under the overall supervision of the Deputy Director of the Human Dimension Department and the direct supervision of the National Chief, Education /( National Programme Officer, Education), the incumbent contributes to the development, co-ordination and implementation of a coherent strategy ensuring development of BiH schools as inclusive, democratic and tolerant learning environments managed in a transparent and accountable manner as well as incorporation of a modern and inclusive teaching ethos in the country's curricula. The incumbent plays an active role in bringing together the education stakeholders at the local level in order to raise awareness about the education reform process and to facilitate consensus on key issues related to the education reform agenda and other inter-entity agreements on education. The incumbent may also, in consultation with relevant stakeholders, create appropriate projects, manage their implementation under the guidance of the supervisor, and carry out evaluation tasks. The incumbent also monitors, analyses, reports and advises regarding relevant developments and trends in the education system of BiH within his/her Area of Responsibility.
Tasks and Responsibilities
  • Raises awareness among international and national education stakeholders about the Education Reform Process and ensures their active participation;
  • Monitors and facilitates implementation of agreements and action plans which aim to ensure that all children have access to integrated multi-cultural schools without any forms of discrimination;
  • Reports on progress made to implement such agreements and action plans and assists in developing strategies on how to overcome obstacles at the local level in order to ensure their full implementation;
  • Maintains awareness of existing programs and projects in the education sector, with a view to focusing the work of the International Community on agreed timelines, strategies and objectives;
  • Assists in coordinating and facilitating meetings with School directors, returnees, parents, teachers and other education stakeholders;
  • Creates projects involving events that facilitate the above, manages these with the guidance of the supervisor, and also organises round tables and public consultations in concert with local partners and responsible authorities on issues essential to education reform and modernization;
  • Through a comprehensive series of school visits, monitors issues such as the implementation of legislation; inclusivity of the environment and approaches; the functioning of school boards and PTAs; enrolment and financial management of schools in addition to providing, when request, assessment of schools' resources, equipment and infrastructure;
  • Disseminates information regarding ongoing education reform initiative;
  • Assists in drafting internal and external reports as requested via the supervisor.
Necessary Qualifications
  • University degree, preferably in the field of education, political or social sciences, public policy or law, or other related field;
  • Minimum 3 years of professional experience, preferably working as a field officer with an international organization;
  • Working knowledge of BiH education laws and European and/or international human rights conventions;
  • Willingness and experience working in a challenging environment;
  • Flexibility, patience, and open-mindedness;
  • Good understanding of the political environment in BiH;
  • Good communication, negotiation and mediation skills;
  • Professional fluency in written and spoken English;
  • Native speaker in at least one of the languages used in BiH (B/C/S);
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Holding a valid driving licence.
