The Department of Technical Cooperation consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy. The objective of PACT is to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director, who reports directly to the Deputy Director General of the Department of Technical Cooperation. In 2009, the World Health Organization (WHO) and the IAEA signed an agreement to complement each other's efforts in the fight against cancer in low- and middle income countries, particularly on capacity building for cancer control planning and implementation of appropriate interventions and strategies, and to collaborate on raising awareness and new funding for cancer control activities at national, regional and international level through a WHO/IAEA Joint Programme for Cancer Control. The Director of PACT has been assigned the role as the IAEA's Joint Programme Coordinator by the Director General. PACT is a recognized and high-profile flagship initiative for the IAEA whose success will help mould the IAEA's future approach to the funding of cooperative development programming. To this end, the Division of PACT is expected to be a role model in coordinated, collaborative, transparent and structured programme implementation through the IAEA's one-house approach as well as an innovator and driver of a structured long-term approach to resource mobilization.
Under the supervision and guidance of the Director of PACT, the Section Head ensures a strategic, needs-driven, results-oriented and coordinated approach to the design, enhancement and implementation of PACT services to enable Member States to introduce, expand and improve their cancer control capacity. This involves fostering internal collaboration among relevant stakeholders within the IAEA; ensuring the integration of the PACT programme implementation into the overall delivery of the IAEA's technical cooperation programme; understanding the evolving needs of Member States in relation with cancer control; and positioning existing and new PACT services within an overall, comprehensive cancer control framework that takes into account relevant programmes implemented by other organisations.
The Section Head is: (1) a manager and team leader, ensuring that all PACT-specific activities are developed, coordinated and implemented in the most efficient and effective manner and in line with TC quality management standards and applying a results-based approach; (2) a substantive expert, developing PACT services tailored for the needs of Member States and necessary processes, tools and mechanisms; (3) an adviser to the Director on how to best address the needs of Member States in cooperation with partners; and (4) a coordinator and focal point to ensure full alignment of PACT activities with other Technical Cooperation activities.
The Section Head establishes and maintains collaborative relationships with colleagues in the PACT Division and the Department of Technical Cooperation. He/she aligns with IAEA experts in systematic analyses of Member States' needs with regards to PACT services, and the design of appropriate projects/activities within PACT, for which the incumbent is the main liaison for TC Regional Divisions. He/she liaises with counterparts in WHO and other relevant stakeholders on specific PACT project issues and in close consultation with the Senior Health Systems Strengthening Specialist.
  • Under the guidance of the Director and in collaboration with internal and external implementation partners, develop a comprehensive programme design for PACT and provide advice and support to the Director and the Section on the implementation of the design elements.
  • In close cooperation with all TC Divisions, the Division of Human Health (Department of Nuclear Sciences and Applications), WHO and other relevant stakeholders, establish methodologies and process transparent and results-based estimations of programmatic and resource demands.
  • Oversee and ensure the development of sound programmatic initiatives and PACT services through which the IAEA can assist capacity building in cancer control on a national, subregional, regional or interregional basis.
  • Advise PACT staff and TC Project Management Officers on programmatic cancer control issues in support of their liaison with Member States.
  • Ensure the development and communication of clearly scoped, relevant and quantifiable PACT services.
  • Lead, manage and coordinate the assignments of the Section.
  • Ensure a systematic, regular, accurate and transparent reporting mechanism for all relevant activities of the Section.
  • Demonstrated ability to analyse complex situations and problems; ability to identify critical aspects and to initiate workable solutions in a timely manner.
  • Demonstrated ability to take timely and firm decisions based on sound judgement and to handle stressful situations with tact and diplomacy.
  • Knowledge and understanding of international and public health care delivery systems.
  • Demonstrated, sound knowledge and work experience in programme/project design, monitoring and evaluation.
  • Ability to communicate effectively and to deliver written and oral information in a clear, concise and straightforward manner.
  • Ability to establish and maintain constructive professional relationships.
  • Ability to set challenging goals and maintain a results focused approach; overcome obstacles and challenges; prioritize assignments; and take responsibility for achieving results.
  • Broad understanding of the cancer-control needs of developing countries and ability to devise supporting programmes and approaches.
  • Demonstrated ability to work effectively across organizational and functional boundaries.
  • Broad knowledge of PACT, its strategies and priorities.
  • Advanced university degree in social sciences (with a focus on international development issues), public health, public/business administration or management.
  • Minimum of 10 years of progressively responsible professional experience in programme development and management, preferably in an international environment and with a focus on health issues.
  • Previous staff management experience or experience as a line manager.
  • Professional experience in the development of programmatic services and/or programme design, monitoring and evaluation highly desirable.
  • Excellent knowledge of written and spoken English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian, Spanish) desirable.
