BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Program includes protection, livelihoods, food and NFI distribution, water and sanitation, Emergency Shelter and advocacy amongst others. There are 4 main program offices in Somalia, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non-operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there is over 60 DRC staff in the Mogadishu. The last two years have seen some growth in program size, but primarily there has been a growth in number of support and management functions demanding and required by the program offices, in order to maintain quality and accountability. DRC is looking for a qualified candidate for the vacant post of Field Engineer based in Mogadishu office.
PURPOSE
The Field Engineer is responsible for the design, implementation and provision of technical support, monitoring and reporting in relation to construction related activities under the CDRD program in Mogadishu and shall work in close coordination with the beneficiary communities in carrying out this mandate.
MAIN KEY RESPONSIBILITIES
  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities, explaining DRC's role as an NGO and liaising with them during all phases of the project.
  • Ensure community involvement at all phases of the project (identification, design, implementation, and monitoring) to ensure the development of community ownership for the projects. This should be done in coordination and cooperation with the relevant Program Manager and other key technical staff.
  • Keep detailed technical records for every construction works, trainings and meetings as per the instructions and formats provided by the supervisor.
  • Provide regular written reports to the line Manager on the project activities.
  • Supervise and monitor the cash for work projects to ensure quality of work, adequate progress and payment of workers in accordance with the project plan
  • Prepare weekly / monthly individual work plans, which after approval by supervisor will serve as guideline for implementation
  • Work in close collaboration and portray good team work with other staff in the area of jurisdiction, especially during planning, community project appraisals, implementation, monitoring and reporting
  • Perform any other relevant duties as instructed by the supervisor
Adherence to HAP standards:
  • Ensure continuous communication to and with beneficiaries in regards to project implementation, progress, evaluation and impacts of interventions
  • Ensure beneficiary participation throughout the project cycle Ensure publicly available information on and explanation of the Compliant Response Mechanism, the Humanitarian Accountability Framework and other relevant project related information.
M&E collaboration:
  • Ensure that monthly operational plans, project implementation plans and Most Significant Change stories are handed in to the M&E department in a timely manner
  • Ensure that all information required by the M&E is provided and that the collaboration is undertaken in a smoothly and timely manner
  • As need may be, ensure integration of SPHERE guidelines and key indicators into program activities.
  • Provide feedback to the Monitoring and Evaluation system in order to asses the effectiveness of the projects and impact and propose recommendations for improvements on agreed times.
TERMS AND CONDITIONS
REPORTING ARRANGEMENTS
This position currently reports to the CDRD Coordinator, Mogadishu.
LOCATION: Mogadishu, with frequent travel as required.
START OF CONTRACT & DURATION: January 2014. 12 months with possibility of extension.
SALARY: Salary is based on DRC Somalia National Scale. This information could be obtained upon request.

PERSONAL SPECIFICATIONS
Essential:
  • Minimum of 3 years experience in similar position or related field in an international NGO or UN agency.
  • A Minimum of Bachelors degree in Civil Engineer, or other relevant course.
Preferable:
  • Good negotiator in working with local NGOs and local authority
  • Able to work under pressure;
  • Initiative, sound judgment and dedication;
  • Experience and willingness to work in the field;
  • Excellent oral and written presentation skills.
  • Fluency in English and Somali.
