Context: Under the overall supervision and guidance of the Chief of Mission (CoM) for Somalia and in coordination with relevant units at Headquarters and the Regional Office (RO) for East and the Horn of Africa in Nairobi, the Project Development Officer will be responsible and accountable for identifying and contributing to the design and development of new programmes, plans and activities for IOM Somalia. The successful candidate will provide technical assistance and facilitation in the development and design of new Page 1 / 4
projects/programmes as well as monitoring and reporting on programmes and projects to be implemented in Somalia and the region and support the functions of IOM Somalia through donor liaison, public information, resource mobilization and coordination with IOM field missions.
Core Functions / Responsibilities: 1. Lead in and contribute to the design and development of new programmes/projects in close coordination with the relevant IOM Units, governmental authorities and international and regional institutions as well as partner organizations in public/private sector. Identify potential programme activities and projects and formulate respective project proposals in relevant service areas and areas of interest to IOM Somalia in line with the IOM mandate and expertise, including Transition Initiatives for Somalia (TIS), Capacity Building in Migration Management (CBMM), Mixed Migration (MM), Migration for Development in Africa (MIDA), livelihoods, counter trafficking, returns, stabilization, health, and others. Conduct desk research and take other action to prepare background information to support programme and project proposals. Search for, study thoroughly and recommend available funding opportunities for future IOM projects. Draft project narratives, concept notes as well as interim and final project reports, new programmes, projects, work plans, logical frameworks, results matrices and other project related documents in close coordination with the Chief of Mission for Somalia, relevant units, internal and external stakeholders. Provide technical and backstopping support for project development and implementation to the all relevant units and other colleagues in the department. Build the capacity of IOM Somalia project staff in the correct usage of IOM and other donor templates for project proposals and reports. Liaise with the Regional Office in Nairobi and HQ in Geneva as well as other IOM missions to ensure the timely submission and donor compliance of project proposals and reports. Liaise and network with IOM relevant partners (e.g. UN, NGOs, IGOs, private and public sector etc.) as needed. In coordination with the Chief of Mission for Somalia and relevant units, liaise and maintain continuous dialogue with donors and other IOM missions and HQ to facilitate a coordinated approach to project implementation; identify synergies with IOM's programmes and make recommendations on donor/partner engagement. Represent IOM in meetings with other development partners, UN agencies as well as national and international workshops, seminars and conferences; Represent IOM in the Cluster Review Committee for the Food Security Cluster.

Take the lead in the programme criticality exercise and liaise with other UN agencies and the Resident Coordinator's Office on the same. Respond to information and coordination requests from the Resident Coordinator's Office; local and international partners, government and donor representatives. Act as the focal point for the Common Appeals Process, the Common Humanitarian Fund, and other Multi-Donor Funds. Develop and disseminate, together with the Communications Unit, communications and visibility materials, such as quarterly reports, newsletters, flash reports, etc. Support organizational and strategy development through the drafting of Terms of Reference, strategy documents and internal organizational change documents. Support the Chief of Mission through the drafting of talking points and speeches. Support the development of Monitoring and Evaluation tools and frameworks. Supervise, support and/or guide the Monitoring and Evaluation Assistant and the Project Development Assistant as well as interns and associate experts. Undertake duty travel as required. Perform such other duties as may be assigned.

Required Qualifications and Experience a) completed advanced university degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations, Law or related field;
  • two years of relevant professional experience (or four years for candidates with first level university degree) in the field of migration issues, project design, management and implementation, donor and partner liaison;
  • work experience in the region or in Somalia an asset;
  • ability to prepare project narrative and financial reports, statements and or projections required;
  • strong skills in the development of log frames, result matrices and work plans; ability to communicate with a wide variety of audiences. Languages Fluency in English is required. Working knowledge of Kiswahili and Somali an advantage. NOTE:
  • With frequent trip to Somalia and possible relocation to Mogadishu if and when the situation is conducive.
