Introduction: IOM's increasing visibility in the field of emergency and post-crisis assistance has resulted in the need to develop a clear policy framework for all programmes that fall under the Department of Operations and Emergencies (DOE).In order to ensure that IOM offices worldwide can apply a coherent, rights-based approach to durable solutions, the Policy Officer (Durable Solutions) will be responsible for all aspects of the durable solutions policy Page 1 / 4
development process under the supervision of the Senior Humanitarian Policy Officer. It includes the production of a durable solutions compendium showcasing IOM's approach and flagship programmes. Overall, the Policy Officer (Durable Solutions) will be responsible for conceptualizing, writing and reviewing IOM's durable solutions policy and compendium, and ensuring that these policies and practices can be implemented in IOM offices worldwide.
Context: Under the direct supervision of Senior Humanitarian Policy Officer, under the direction of the Director of the Department of Operations and Emergencies, and in regular consultation with DOE Heads of Division and other relevant DOE and IOM Headquarters (HQ) staff.
Core Functions / Responsibilities: 1. Undertake a comprehensive desk review of existing policies, strategies, and other relevant academic and institutional documents relating to the implementation of durable solutions, the Inter-Agency Standing Committee (IASC) Framework on Durable Solutions, challenges to durable solutions, and IOM's approach. Draft, share for consultation, and engage in a process of approval for a structure for IOM's Durable Solutions Policy (consulting also the proposed structure outlined within the project document). Establish a mechanism of coordination within DOE, and with relevant internal stakeholders outside of DOE (including the IOM Humanitarian Advisory Board), for regular consultation on the process of policy development and the provision of input by IOM staff. Ensure that key IOM staff have access and contribute to an online resource group (to be established under this project) in order to obtain information on key issues/guidance requests/experiences from missions on durable solutions that should be incorporated into the policy documents. Draft the IOM Durable Solutions Policy (max 15-20 pages) to clearly articulate the roles, objectives and priorities of IOM in the implementation of durable solutions, best practices, the IOM approach, and other guidance on the operationalization of durable solutions for crisis-affected populations (for a variety of forced migrants and in different situational contexts). Draft an IOM Compendium on Durable Solutions to include 1) an analytical/thematic overview of implementing Durable Solutions for a variety of forced migrants and in different situational contexts; 2) IOM's durable solutions methodology and range of activities and 3) flagship programmes that impart knowledge on IOM's experiences, best practices, and lessons learned. Ensure timely provision of the Durable Solutions Policy to the IOM Humanitarian Advisory Board and ensure their feedback meets the envisioned timeframe for policy development.

Oversee all aspects of the process of validation and approval of the IOM Durable Solutions Policy both internally and by the IOM Humanitarian Advisory Board publication and of the IOM Compendium on Durable Solutions. Ensure that all IOM missions, emergency and post-crisis staff, and relevant IOM stakeholders (e.g. humanitarian partners) are aware and have access to the approved IOM Durable Solutions Policy. In coordination with the other policy development processes envisioned under this project (humanitarian and protection mainstreaming), lead the process of integration of IOM's durable solutions policy into IOM's information management systems including appropriately and efficiently capturing needed information for monitoring integration of the policy within IOM field missions. In coordination with the Policy Officer (Humanitarian Policy and Protection Mainstreaming), establish a system to monitor and document efforts by Missions to apply the IOM durable solutions policy in the development of projects and the implementation of activities (including success stories, challenges, etc.). In coordination with the Policy Officer (Humanitarian Policy and Protection Mainstreaming), develop training modules on the IOM Durable Solutions Policy. In coordination with the Policy Officer (Humanitarian Policy and Protection Mainstreaming), test and revise training materials in 2 pilot trainings, including organizing all aspects of the training (selection of participants, logistics/administration, and preparation of training materials). Perform such other duties as may be assigned.

Required Qualifications and Experience a) completed advanced university degree from an accredited academic institution, preferably in Political Science and/or International Relations or related area;
  • five years of relevant professional experience (or seven years for candidates with first level university degree) in an international organization in research and project development, implementation and evaluation;
  • thorough knowledge of quantitative and qualitative research methods and familiarity with migration matters;
  • excellent knowledge of environmental degradation and climate change specific research;
  • excellent drafting skills, experience in writing papers, briefings, articles and with own work published desirable;
  • proven expertise in project development with a research component, fund raising, collaboration with other international organizations and network/partnership building;
  • training and experience in conducting research studies preferred and capacity to present research results in international events;
  • good level of computer literacy. Languages Fluency in English is required. Working knowledge of French and Spanish an advantage.
