Purpose of the Position Accountable for formulation, design, planning, implementing, monitoring and evaluation of CMAM Nutrition related project(s) to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives. Under the overall direction of the Deputy Representative, the head of the Child survival section and under the direct supervision of the UNICEF Senior Nutrition Specialist, the Nutrition Cluster Coordinator will ensure continuation of a more effective response capacity by mobilizing agencies, organizations and NGOs to respond to the humanitarian crisis. Accountable for ensuring that all aspects of the Nutrition programme promote gender equality, and for collaborating to mainstream key features across all related sectors of the country programme. Key Expected Results 1. Project Planning, Development and Management. - In line with the Health Development National Plan (PNDS 2011-2015), enhance effective CMAM programme, sectoral or inter-sectoral planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis, addressing gender inequality and determinants of gender equality; ensure the timely preparation or finalization of sectoral input. - Ensure predictable action within the cluster for 1) needs assessment and analysis; 2) identification of gaps; 3) development/update of agreed response strategies and action plans for the cluster and ensuring that these are adequately reflected in the overall country strategies, such as the Humanitarian Action Plan (HAP); 4) drawing lessons learned from past activities and revising strategies and action plans accordingly; 5) developing an exit, or transition, strategy for the cluster. 2. Communication, Collaboration, Networking and Partnership. - Identify key humanitarian partners for the cluster, respecting their respective mandates and program priorities and identify other key partners including local and national authorities, peacekeeping forces, etc. - Ensure appropriate coordination with all humanitarian partners as well as national authorities and local structures. Ensure the establishment/maintenance of appropriate sector coordination mechanisms including working groups at the national, and if necessary, local level. Ensure full integration of the IASCs agreed priority cross-cutting issues in line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed. Secure commitments from cluster participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary. Ensure that participants work collectively, ensuring the complementarities of the various stake holders actions. Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concern. Ensure effective links with other clusters (with OCHA support). Represent the interests of the cluster in discussions with the Humanitarian Coordinator on prioritization, resource mobilization and advocacy. Act as focal point for inquiries on the clusters response plans and operations. 3. Knowledge Management. - Further promote knowledge management by drafting or finalizing sectoral documents and reports such as the Country Programme Recommendation and Plans of Action as well as through orientation and training programmes targeted to Government authorities. Ensure exchange of knowledge, information, experience or lessons learned; provides solid technical recommendations on major programme directions and on introduction of new initiatives in the country. 4. Rights-Based Projects through Results-Based Approach. - Promote the quality of rights-based Nutrition projects and programmes through participation in the formulation of programme/project goals, strategies and approaches, especially those that increase gender equality. Bring coherence, synergy and added value to sectoral or project management processes using a gender-sensitive, results-based management approach to planning and design, implementation, monitoring and evaluation. 5. Sectoral Work Plan Development, Implementation, and Monitoring. - Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined project strategies and approaches, with an emphasis on promoting a shared understanding and approach to reducing gender inequalities and achieving gender mainstreaming. 6. Project Delivery, Evaluation and Reporting. - Ensure project, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. Participate in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts, ensuring that quantitative and qualitative lessons learned in gender equality in nutrition are included as a standard feature. Ensure the preparation of annual Nutrition sector status reports. - Analyze and interpret best available information in order to monitor progress of the emergency response over time. This includes monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards. Ensure regular reporting against cluster indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of cluster in closing gaps and measuring impact of interventions. 7. Promotion of UNICEF Global Goals - Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes and focusing on the contributions of gender equality in achieving these goals. 8. UNICEF and Government Accountability. - Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines. Qualifications of Successful Candidate Education Background: - Advanced university degree in one of the disciplines relevant to the following areas: Nutrition, Public Health, Public Health & Nutrition, International Health & Nutrition, Nutritional Epidemiology, Health Emergency Preparedness. - Training in gender and in nutrition programmes that promotes gender equality an asset. Work Experience: - Eight years of relevant professional work experience. Developing country work experience. - Background/familiarity with Emergency. - Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities an asset. Language Proficiency: - Excellent writing and speaking skill in French and English is required.
