Background
The overall objective of the 'Promoting Energy Efficiency in Buildings Project' is to reduce energy consumption and associated GHG emissions in buildings in Turkey by raising building energy performance standards, improving enforcement of building codes, enhancing building energy management and introducing the use of an integrated building design approach. An integrated building design approach (IBDA), as promoted by this project, is a process of design that integrates climatic conditions, the capture and the conservation of the free solar and internal gains, the efficient and comprehensive reduction of all heat losses through walls and ventilation, the accurate control of all external energy introduced for providing thermal comfort, light, and hot water, and – last but not least – user awareness of new behaviors regarding energy use and good operations and maintenance practices. The ultimate goal of applying IBDA is to achieve high performance and multiple benefits at a lower cost than the total for all the components combined if these were considered separately. The project will address this through below tasks:
Task 1. Preparation of an Integrated Building Design Approach (IBDA) Adaptation Report,
Task 2. Development of an IBDA Implementation Guidebook,
In order to realize the above tasks, an IBDA Technical Assistance (TA) Team will be formed, through the participation of various consultants from several fields of expertise (ref: Annex 1). TA Team Leader (Architect) and TA Team Manager/Editor (Architect) has already been hired in order to lead, coordinate and manage the work of TA Team.
TA Team will collaborate for the production of the IBDA Adaptation Report and IBDA Implementation Guidebook in line with Annex 2 and Annex 3. The annexes are of indicative nature and can be modified in accordance with the TA Team Leader and TA Team Manager/Editor (yet no major alterations are expected).

Duties and Responsibilities
The overall objective of the assignment is to provide required consultancy services into the TA Team work, for the production of the IBDA Adaptation Report and IBDA Implementation Guidebook for Turkey. The works to be conducted will consider the local conditions of Turkey and the limits of applicability, within the scope of "Promoting Energy Efficiency in Buildings in Turkey" project.
The consultant is expected to conduct services defined in Section C of this ToR document.

Competencies
- Maturity and confidence in dealing with senior political and technical experts from national institutions.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
- Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.
- Excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.
Required Skills and Experience
GENERAL QUALIFICATIONS
- University degree on mechanical engineering, or relevant disciplines,
- Fluency in English,
- Computer literacy,
PROFESSIONAL EXPERIENCE
- 10-14 years of professional work experience,
SPECIFIC EXPERIENCE
- 5-7 years of professional work experience on issues regarding solid waste management during design, construction and operation processes of buildings.
ASSETS
- Advanced university degree from a related field,
- At least 15 years of professional work experience,
- At least 3 years of international work experience,
- 8 years or more professional work experience on issues regarding solid waste management during design, construction and operation processes of buildings,
- Have written or published papers, books or chapters regarding solid waste management, recovery and usage in buildings,
- Experience regarding control systems and technical equipment on solid waste management, recovery and usage.
