Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in UNEP's Executive Director's Office, Office for Operations (OfO), at the Nairobi duty station.
Responsibilities
Under the guidance of the Chief, Office for Operations and supervision of the UNEP Senior ICT adviser in UNEP- OfO, the incumbent will be responsible for the following duties:
  • Manage projects involving feasibility studies, systems analysis, design, development
  • and implementation of new, moderately complex systems, and/or, participate as a
  • member of a development team with responsibility for major components of the more complex systems.
  • Develop detailed system and other functional specifications and user documentation for major systems.
  • Provide specialized advice to users, analyzing users' requirements and translating these into new applications; determines application systems integration and linkage issues.
  • Maintain, upgrade or enhance existing user systems; troubleshoots and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems.
  • Develop and maintain computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
  • Organize and perform unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
  • Develop training materials, operating and user manuals; trains staff in assigned systems.
  • Develop disaster recovery plans and ensures appropriate planning and training of those responsible.
  • Research, analyze and evaluate new technologies and makes recommendations for their deployment.
  • Participate in writing reports and papers on systems-related topics, system requirements, information strategy.
  • Facilitate communications between Information Technology Services Division (ITSD) and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms.
  • Handle all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
  • Provide guidance to, and may supervise, new/junior staff, consultants.

Education
Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment
which will be followed by a competency-based interview.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
