Organizational Setting and Reporting
This position is located within the United Nations Assistance Mission for Iraq (UNAMI). The Human Rights Officer will be based in Kirkuk. The Human Rights Officer will report to the Human Rights Team Leader (P-4) in Kirkuk and Senior Human Rights Officer/Chief Human Rights Officer, Baghdad.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
Reviews, monitors and evaluates the human rights situation in the Kirkuk and Salahiddin governorates.
Works in partnership with UN and non-governmental organisations in the promotion of human rights and assist them develop programmes and activities addressing gaps in the respect and protection of human rights, including ensuring gender dimensions in their programs and activities.
Provides technical assistance to Government officials at the provincial level on the promotion, respect and protection of human rights.
Develops, in partnership with the provincial Government officials and/or civil society organisations a programme of activities aimed at promoting respect for human rights, particularly on rule of law (including the monitoring of prisons and places of detention)rights of women, gender and sexual based violence, rights of children, and rights of ethnic, religious and other minorities, etc.
In consultation with the Human Rights Team Leader, undertake administrative functions assigned to his or her responsibility.
Trains and supervises more junior staff.
Performs other duties as required.

Ability to identify sources for data collection, research and analyse information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Education
An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in human rights, law or related field. Experience in rule of law, including monitoring of prisons and places of detention, women's rights and sexual and gender-based violence is desirable. Experience in developing and delivering capacity building programmes on human rights for Government, State institutions, and civil society organisations is desirable. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organisation or non-governmental organisation – in a conflict or post-conflict setting is desirable. Experience working in Iraq or the Middle East is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
