Organizational Setting and Reporting
This position is located in the United Nations Mission in Liberia (UNMIL), with duty station in Monrovia, under the Human Resources Management Section. The Human Resources Officer reports to the Chief Human Resources Officer.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
- Provides advice and support to managers and staff on human resources related matters.
- Prepares special reports and participates and/or leads special human resources project.
- Keeps abreast of developments in various areas of human resources.
- Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions.
- Identifies upcoming vacancies in coordination with client offices, prepares vacancy announcements / job openings, reviews applications, and support the hiring manager throughout the recruitment process.
- Arranges and conducts interviews to select candidates.
- Reviews recommendation on the selection of candidate by client offices.
- Is responsible for the maintenance of Staffing Tables (ST) and supports the Chief of Section in all aspects related to ST management and post management, ensuring accuracy between Nucleus and IMIS Staffing data.
- In coordination with other HR Officers in the Section, liaises with our counterparts in FPD, Organizational Design and Classification Unit and the HR Desk on all ST matters.
- Works closely with the Budget Focal Point for Human Resources and acts as the Focal Point for Audit on issues related to Staffing Table and Post Management.
- Provides advice on interpretation and application of policies, regulations and rules related to administration of entitlements.
- Administers and provides advice on salary and related benefits, travel, and social security entitlements.
- Determines and recommends benefits and entitlements for staff on the basis of contractual status.
- Perform any other duties as required.

Education
- High school diploma or equivalent.
- Technical or vocational certificate in human resources management, business or public administration, education or related area is required.
- The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level University Degree.
Work Experience
- A minimum of ten years of progressively responsible experience in human resources management, administration or related area.
- Solid computer skills and good knowledge of human resource IT systems: IMIS, Nucleus, FSS, Inspira, Umoja is required.
- Experience in recruitment and benefit administration in field offices is highly desirable.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the position advertised, fluency in oral and written English is required.
Assessment Method
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
