Purpose of the Position
Under the supervision of the Chief Field Operations, and within the overall framework of UN coherence efforts in Pakistan (Delivering as One Pilot) develop, plan and manage the implementation of the UNICEF Country Programme in Punjab through the pursuit of organizational goals and priorities as they apply to the country's and province of Punjab development programme thrust, needs and priorities. Responsible for the management of human and financial resources in the Provincial Office in support of the country programme.
Key Expected Results
1. Monitor the Situation -- Develop and maintain a sound knowledge and understanding of the national and provincial economic, social and political situation in order to assess impact on the situation of and programmes for children and to identify needs and opportunities.
2. Programme Implementation -- In collaboration with relevant sections of the Country Office, plan, coordinate and manage the implementation, monitoring and evaluation of UNICEF support within the province, including within the UN Joint Programme and Joint Programme Components.
3. Country Programme - Within the overall framework of UN coherence efforts in Pakistan (i.e. Delivering as One pilot), contribute to the Country Office situation analysis, country programme formulation, country programme management plan, plans of action, project agreements, project cooperation agreements, annual and mid-term reviews, annual reports, and other required documentation.
4. Technical Assistance - Provide to government and NGO partners technical support on situation analysis, policy, plan/programme/project formulation, project management, monitoring and evaluation.
5. Monitoring - Organize and participate in the regular monitoring of UNICEF cooperation in the province through programme/project review, field visits, inspection of supplies, and review of reports, accounts and outputs.
6. Reporting - In cooperation with relevant sections of the Country Office, prepare or contribute to the annual report, donor reports and special reports, covering programme implementation, cash operations, personnel, and special issues.
7. Emergencies - Ensure preparedness and response capacity building for UNICEF Field Office in Punjab. Lead internal and contribute to inter-agency emergency preparedness efforts with a focus on sectors/clusters where UNICEF is IASC Cluster Lead; Undertake rapid assessments as needed; Lead emergency response interventions in the province with support from Islamabad office and other parts of the organization as per CCCs.
8. Human and Financial Resource Management
a. Workplans - Prepare and monitor annual provincial office workplans covering all units and staff member.
b. Financial Management - Approve and monitor the allocation and disbursement of programme funds in the province, ensuring that funds are properly used and accounts liquidated in accordance with UNICEF rules and procedures.
c. Supply - Monitor the procurement, storage, distribution, end use and maintenance of UNICEF supplies used within the province.
d. Human Resource Development - In cooperation with the Personnel Section, participate in and monitor the deployment and recruitment of staff for assignment within the province. Monitor personnel processes, timely completion of performance evaluation, staff training and career development.
9. Team Leadership and Management
a. Team Leadership - Provide leadership to the provincial UNICEF team in terms of UNICEF Mission, guiding principles, policy interpretation, guidance on procedures, developing and maintenance of positive attitudes, constructive team behavior, and positive relations with all partners.
b. Management - Through participatory approaches, manage the work of the provincial UNICEF office and team, ensuring high standards of accountability and efficiency.
10.Representation, Advocacy and Communication
a. Representation - Represent UNICEF with provincial government authorities, civil society institutions, and other partners.
b. Advocacy - Advocate with provincial government, civil society organizations, media and society, on the rights and needs of children, as well as on specific policies, strategies, plans, projects and practices in support of those rights and needs.
c. Communication - Design and carry out communication activities in support of the Convention on the Rights of the Child, UNICEF Policy and the UNICEF-supported Country Programme.
Qualifications of Successful Candidate
Education Background:
  • Advanced University Degree in Social Sciences or related field.
  • Good knowledge of various computer software management and applications.
  • A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience:
  • 8 years progressive experience in social development, management, monitoring and evaluation at national & international levels, 5 years of which should be in developing countries. Language Proficiency:
  • Fluency in English and other UN working language required.
  • Knowledge of local language of the duty station is an asset.
