IDLO IN AFGHANISTAN
IDLO has 30 years' experience of transferring knowledge and building good governance indeveloping countries, countries in transition and those recovering from armed conflict. Since 2001,IDLO has been working as a lead partner of the Afghan Government in justice and legal reform. Some specific achievements include:
  • The establishment of eight specialized units which are dedicated to prosecute violence against women, within the Attorney General's Office;
  • Support to Legal Aid Services of Afghanistan, providing quality legal aid services to poor and disadvantaged groups, especially women and children, in 26 provinces of the country; and
  • Capacity building of over 3,000 legal professionals, including judges, prosecutors, defencelawyers, members of parliament, civil servants and academics.
As a result of IDLO's assistance, people across Afghanistan have gained access to legalrepresentation, enhanced knowledge and fairer trials.
THE CONSULTANCY
IDLO seeks candidates for the position of Finance Manager based in Kabul for the U.S. fundedmulti-million dollar program implemented until mid-2015 in support of the Afghanistan JusticeTraining Transition (JTTP) and with a technical oversight of the financial support services to all theIDLO Programs in Afghanistan. The position is based in Kabul and requires frequent travels to theAfghan Provinces where IDLO operates.The incumbent reports to the Chief of Party of Afghanistan Justice Training Transition (JTTP)Program and works in close collaboration with the Chief of Party of the Afghanistan National JusticeSector Support (NJSS) and the Program Finance Officer at IDLO Headquarters in RomeThe Finance Manager will be responsible for:
1.The technical oversight of the financial support services to all the IDLO Programs inAfghanistan;
1.1 Ensuring that adequate and effective internal control systems and accounting records aremaintained in Kabul and the provinces in accordance with IDLO rules and regulationsand/or special requests of the donor;
1.2 Ensuring that the IDLO cash management procedures are adhered to with emphasis on:
  • Security for cash assets on site,
  • Timely reconciliation of all bank accounts, including Petty Cash in Kabul and theprovinces,
  • Liquidity management and risk assessment,
  • Bank relationship management;
2. Acting as a focal point in Afghanistan for all financial issues relating to the IDLO Programs;
3. Advising on finance-related matters in relation to all IDLO Afghanistan programs.Specifically with regard to JTTP:
4. Ensuring the timely submission of all financial information and documentation toHeadquarters;
5. Tracking the financial progress of the program, analyzing project expenses as required,underlining budget deviations and providing analyses;
6. Supervising the preparation of weekly financial reports to ensure that the source data isaccurately recorded and collated in a timely manner;
7. Drafting and reviewing, in close collaboration with the Chief of Parties and other relevantprogram managers, the monthly program financial forecasts to be submitted to Headquarters;
8. Preparing financial statements, expenditure reports and financial deliverables for the donor forfinal approval by Headquarters;
9. Supervising, training and mentoring the Finance and Administration staff in the JTTP financeteam and in the Provinces;
10. Performing any other similar tasks assigned by the Supervisor.
IDEAL CANDIDATE PROFILE
IDLO seeks a Finance Manager who has a strong interest and passion for the organization's missionto ensure the successful implementation of a justice sector reform project aimed at handingcapacity to Afghan institutions. S/He must have a broad-based background in performing rigorousfinancial analyses to produce reports or other recommendations that are rooted in accuratefinancial data and strong forecasts.The ideal candidate must be highly detail oriented and capable of working with tight deadlines.Given the confidential nature of the work, the Finance Manager must be regarded as having a highdegree of discretion and respecting the sensitivity of the information she/he handles.S/He must show sensitivity to the political, cultural and religious issues surrounding Afghanistan,in order to be successful in this role. The incumbent need a high level of motivation and integrityand the emotional strength to work and live under difficult circumstances in a non-family post. Theknowledge, sensitivity and interpersonal skills to command the respect of colleagues and interacteffectively with a multi-cultural team are pre-requisites. Excellent communication skills as well asoutstanding group facilitation and negotiation skills and the ability to mentor national staff, areessential.MINIMUM QUALIFICATIONS AND EXPERIENCEThe new Finance Manager will be a qualified accountant, with a degree in a relevant discipline(Finance, Public Administration or Business). Experience on the reporting requirements ofinternational organizations and the U.S. State Department is highly desirable and a goodknowledge of the tools and techniques for financial reporting to American donors is needed.At least five years of experience in successfully supporting the implementation of projects indevelopment or post-conflict regions of the world is required as well as experience in supervisinga team.
