Background
The President of the Kyrgyz Republic signed a Decree on 12 November 2013 on eradication of causes of political and systemic corruption in government bodies. The given decree sets as a focus of the second stage of corruption fight in the Kyrgyz Republic eradication of causes of political and systemic corruption in state agencies and state - owned entities.
The decree orders the Working Group under the Defence Council of the Kyrgyz Republic to develop and submit a set of measures on eradication of systemic corruption at state bodies and state owned entities. In total there are currently 53 state agencies and state - owned entities that should undergo review. Additionally the decree orders the President's Office to develop and submit a model of modern corruption-free state management.
For that purpose the Defence Council of the Kyrgyz Republic needs to hire 10 consultants. The work of the consultant shall be directly supervised by the Secretary of the Defence Council and EED Programme Manager.
Objective:
The consultants shall contribute to analysis of corruption schemes at government bodies and development of proposals on eradication of these schemes at respective government bodies and building a modern system of corruption free state management.
Deliverables:
1. analytical paper on factors in laws that could generate or facilitate corruption,
2. written recommendations on enhancing legislation with an aim to counteract corruption,
3. analytical paper on functions of government bodies, state agencies and state owned, enterprises and business processes at these bodies with an aim to reveal risks for corrupt practices,
4. written recommendations on restructuring functions of state bodies with an aim to counteract corruption,
5. written recommendations on enhancing the current institutional setup for efficient fight with corruption,
6. written proposals on priority areas/ directions for counteracting corruption in respective government bodies,
7. other deliverables as requested by the Secretary of the Defence Council and EED.
Tasks and Responsibilities
1. analyze the national legislation to determine factors in laws that could generate or facilitate corruption,
2. analyze functions of government bodies, state agencies and state owned enterprises and business processes at these bodies,
3. based on analysis conducted develop justified recommendations on restructuring functions of state bodies with an aim to counteract corruption,
4. based on analysis conducted develop efficient measures to eradicate corruption in the respective government bodies, state agencies and state owned enterprises,
5. other tasks as requested by the Secretary of the Defense Council and EED.
Necessary Qualifications
- Solid experience in developing and implementation of national strategic documents,
- Knowledge and experience in delivering advisory services on counteracting corruption in state bodies,
- Experience in providing analytical and advisory services is a strong asset,
- Ability to write reports and report on performed analytical work.
