Background
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took a historic step in accelerating the Organization's goals on gender equality and the empowerment of women.
In support of this goal, UN Women works in the following thematic areas :
- Expanding women's voice, leadership and participation;
- Enhancing women's economic empowerment;
- Ending violence against women and girls;
- Strengthening implementation of the women, peace and security agenda; and
- Making gender equality priorities central to national and local planning and budgeting.
UN Women Fiji Multi-Country Office (MCO) is currently developing four regional programmes in the thematic areas of Advancing Gender Justice, Ending Violence against Women, Women's Economic Empowerment and Gender, Climate Change and Disaster Risk reduction. The MCO office developed a Resource Mobilization Strategy to fill funding gaps for the Pacific programmes.
The programme 'Advancing Gender Justice in the Pacific' comprises a number of projects, focusing on the following thematic areas: Women's political participation, Inclusive Planning and Gender Responsive Budgeting & Gender Statistics Human Rights/ Access to Justice and Women Peace and Security.
UN Women Fiji Multi Country Office seeks the services of a qualified and experienced consultant to implement the UN Women Resource Mobilisation strategy developed for the Fiji MCO (70 % of assignment) and to provide technical assistance towards the implementation of the Gender Responsive Governance Project under the UN Women Advancing Gender Justice in the Pacific programme (30% of the assignment).
Duties and Responsibilities
Reporting to the UN Women Representative, the Consultant will work with both the Fiji and country staff to deliver the following :
- Lead the implementation of the Resource Mobilization strategy developed for the UN Women MCO, Fiji;
- Implement the AWP (2014) for the Gender Responsive Governance Project under the UN Women Advancing Gender Justice in the Pacific programme.
Deliverable:
Proven resource mobilisation efforts and submission of proposals to potential donors.
Resource mobilisation efforts must include (70% of the assignment):
- At least 3 RM missions to introduce and update current and potential donors on UN Women programmes;
- At least 1 RM events per country conducted in Fiji, Vanuatu and Solomon Islands;
- At least 1 training per field office to prepare UN Women MCO and field staff for engagements with donors;
- At least two new potential donors have been contacted, consulate and informed of UN Women Pacific MCO programming;
- At least two potential donors from the private sector have been contacted, consulate and informed of UN Women Pacific MCO programming;
- UN Women RM packages must be distributed to donors and potential donors as outlined in the UN Women Pacific MCO Resource Mobilisation Strategy.
Implementation of the AWP (Q1 &Q2) for the Gender Responsive Governance Project under the UN Women Advancing Gender Justice in the Pacific programme (30% of the Assignment).
Supervise and provide technical assistance to UN Women Vanuatu staff to:
- Provide technical assistance (TA) to Vanuatu government to develop Temporary Special Measures(TSM) research and option paper;
- Provide TA Vanuatu government to conduct mapping of women's political advocacy organisations and networks;
- Provide TA Vanuatu government to conduct comprehensive gender analysis of 2013 budget of selected Vanuatu Ministries.
The TA must include
- The provision of best practice in the relevant thematic area;
- Review and providing comments at all major stages to ensure the work conducted reflects international standards. Conduct capacity building initiatives for Electoral Commission's staff to promote an understanding on TSM in Samoa.
Provide technical assistance to national organisation conducting women candidate training in Solomon Islands.
Provide technical assistance to consultant conducting diagnostic study on why women were not elected in the most recent election in Tonga.
Provide support to UNDP Mock Parliaments for Women.

Required Skills and Experience
Education:
- Minimum of Master level degree in Master of Governance and Public Policy, Governance and Development Studies, International Relations. Knowledge in gender and development issues.
Experience:
- A minimum of 10 years of progressively responsible experience in international development work preferably focused on democratic governance, women's political participation planning, budgeting and programming;
- Proven experience in 1) Resource Mobilisation for UN agencies, 2) UN Programme/project development and management and budget preparation. Proven knowledge on Gender mainstreaming and Gender Responsive Budgeting; 3) Women's Human Rights implementation;
- Excellent communication, interpersonal and liaison skills with government, inter-governmental, civil society, academic, UN system and international and regional development partners;
- Experience in the Pacific Region an added advantage.
Language:
- Excellent written and spoken English.

The consultant will be engaged for 6 months. Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
- Cover letter: (not more than 450 words); Explaining why they are the most suitable for the work;
- Financial proposal: indicate daily fee, which should be inclusive of all other costs, as no other allowances will be paid under the contract;
- Personal CV including past experience in similar projects and at least 3 references.
Financial Proposal:
The contract is based on daily fees. Payments will be made upon receipt of a monthly progress report on deliverable, approved and duly signed by the UN Women Representative.
