Vice Presidency Context
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries.
ITS services range from establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.
The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group. ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.
Unit Context
ITS Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank Group's Financial services, which include Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds. ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs.
An opportunity exists within ITSCT for a Business Intelligence Officer who will report to the Deputy Chief Information Officer. ITSCT is the portfolio responsible for supporting the World Bank's Controller's VPU.
The candidate will work within an existing project team, but will independently take on the functions of Business Process and Data Modeling (BPDM) and associated reporting activities for the Controller (spanning CTR and GSDTR) Portfolio. S/He will be accountable for the delivery of all business process and data models to support the implementation and maintenance of the CTR application systems and will work closely with the team to ensure consistency, reliability and availability of information. Specific responsibilities include but are not limited to:
(i) Detailed design of integrated business processes and underlying data models,
(ii) Contribution to the design and implementation of the CTR applications road map,
(iii) Design and development of data management and reporting solutions in harmony with other initiatives in Finance VPUs,
(iv) Workload analysis, prioritization and distribution, and
(v) Timely reporting on accomplishments, deliverables, and outstanding issues.
In addition, the candidate will stay abreast of industry-related best practices for potential use across the Finance.
In performing the above, the candidate must be capable of carrying out in-depth analytical reviews of enterprise level business processes, independently or within teams of end user staff and other specialists, in the information technology and finance domains, with emphasis on information flows and management reporting. The candidate must be able to synthesize analysis work in the context of data warehousing and infrastructure, to derive the appropriate technical approach for data storage and reporting. Moreover, the candidate must be able to implement cost-efficient technical solutions, within a well-coordinated quality assurance environment.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year term appointment.
Duties and Accountabilities:
The Business Intelligence Officer provides support for the development of medium to complex and cross-functional business intelligence solutions. S/he works on one or more projects as a project team member and is responsible for working with customers in the development, support, maintenance and deployment of enterprise-wide business intelligence applications. Responsibilities include, but may not be limited to the following:
  • BI - Strategic Alignment: Interfaces with customers to identify and recommend new technology opportunities that will have an impact on the enterprise-wide business intelligence systems.
  • BI - Standards: Engage continuously with the central BI team to ensure adoption of published standards and seamless integration with institutional data warehouses.
  • BI - Requirements: Works with business customer to develop requirements for business intelligence queries and reporting applications. Determines optimum systems requirements to meet those needs.
  • BI - Solution Development: Designs, develops and tests new/revised software. Designs, develops and tests enterprise-wide information 'views' and reports.
  • BI - Solution Deployment & Integration: Determines a rollout schedule, technical compatibility and integration issues.
  • BI - Data Design & Extraction: Designs and develops advanced query parameters, layout, filters, and analytics for business customer solutions. Enhances the performance of business intelligence tools by defining data to filter and index that add value to the user.
  • BI - Data Quality Assurance: Provides input to the development of data/information quality metrics.
  • BI - Support: Keeps customer informed about business intelligence tools, problems, and resolutions.
  • BI - Troubleshooting/ Problem resolution: Troubleshoots BI tools, systems, and software. Performance-tunes BI applications as necessary.
  • Customizing Data Reports: May produce and analyze customized data extracts from system based on user requirements.
  • Coaching and Mentoring: Provides coaching, guidance and training to team members. May recommend training programs targeting specific areas of improvement.
  • Lead the data analysis, data warehousing, business process design, reporting and project implementation phases of all CTR/GSD data-centric applications, including current and future capital projects, CTR/GSD analytics data management/reporting.
  • Establish synergies with the CTR/GSD Portfolio team to extend current CTR/GSD applications access/functionality to business users in CTR and GSD.
  • Introduce robust, scalable, industry leading business intelligence solutions to support expanding reporting requirements across the Finance Complex.
  • Work closely with the Business Portfolio teams to ensure that systems requirements are well captured and that business and data models conform to WBG EA standards and guidelines.
  • Identify dependencies on existing and future projects, and develop and maintain corresponding project plans (for process, data and reporting related activities).
  • Coordinate with the Program Management Office, Project Managers, and business Sponsors to determine resource requirements.
  • Allocate work tasks to team members, assist with issue resolution, and provide coordination, guidance and tutoring (as necessary) within the team.
  • Provide regular status reports and progress updates to ITSCT management, Portfolio Managers and other functional area managers as appropriate.
  • Develop business knowledge in all client business areas, and contribute to the development of business process and data modeling.
Selection Criteria:
  • Master's degree with 5 years relevant experience or Bachelor's Degree with a minimum of 7 years relevant experience on the area of Computer Science, Finance, Information Management or Information Systems.
  • A minimum of five years in the process and data modeling field, with a thorough understanding of concepts and experience in Decision Architecture systems, i.e. data warehousing, unstructured information, reporting tools, data base technology, etc.
  • Experience in Business Intelligence tools, implementation of reporting solutions and knowledge of current trends in reporting technologies
  • Proven track record with design and development of reporting systems in the SAP, BW (on HANA) and Business Objects landscape.
  • Hands on experience with SAP ABAP, SAP BW, BO, SAP BEx and related tools.
  • Understanding of CTR/GSD business and related systems, such as SAP Travel, MM, Administrative expenses and experience with cross application reporting is highly desirable.
  • Experience in full application development life cycle and program management.
  • Ability to lead a team of IT professionals and work efficiently with an off-shore team.
