Background
Under the overall guidance and supervision of the UNDP Deputy Resident Representative, the Assistant Resident Representative Programme (ARR-P) for Democratic Governance will be responsible for advising on all aspects of the CO Programme with a special focus on Governance Issues. The ARR is expected to make substantive inputs into the overall policy and programming work of the UNDP Maldives. The ARR (P) leads the Governance programme team in strategic planning and implementation, identifies new programme areas while ensuring consistency with UNDAF/ CPD priorities and creative responses to emerging challenges and opportunities.
ARR-P heads Governance Programme team and works in close collaboration with the operations team in the CO, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme
Duties and Responsibilities
Ensures implementation of programme strategies focusing on achievement of the following results:
- Ensures Annual Work Plans, project documents and other documents are prepared and approved in a timely manner;
- Ensures timely implementation of the IGP and other governance activities and ensures effective monitoring;
- Ensures that UNDP policies and procedures are followed diligently in programme/project design and implementation;
- Contributes toward the mid-term review of the UNDAF and of the Country Programme Action Plan for the assessment of the status of implementation of programme strategies for Governance, including documentation of best practices and lessons, including how the experience on the ground can influence policy level decisions.
Manage the Governance portfolio, including the Integrated Governance Programme and supervision of the staff of the Unit and of Project Managers and other project focal points focusing on quality control from formulation to implementation of the country programme achieving the following results:
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results. Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. (Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects);
- Ensure regular, timely and documented IGP Board meetings to facilitate decision making and provide strategic oversight;
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial; problems, development of solutions. Participation in audit of NEX projects;
- Follow up on audit recommendations;
- All exceptions are timely reported;
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports;
- Support CO business processes mapping.
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with Management Support focusing on achievement of the following results:
- Development of partnerships with the UN Agencies, IFI's, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors' priorities;
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, drafting of high quality proposals and active contribution to the overall office effort in resource mobilization.
Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
- Lead strategic discussions on governance areas and contribute to policy direction of UNDP support to governance
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
- Sound contributions to knowledge networks, communities of practice and knowledge products;
- Organization of trainings for the operations/ projects staff on programme issues.
Impact of Results-The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education
- Master's Degree or equivalent in International Affairs Management, Development Studies, Economics, Social and or Political Science, Public or Business Administration.
Experience:
- Minimum 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects, with preference for experience in governance projects required;
- Up to 5 years of overall experience in relevant areas of work (pre and post Masters combined) would be an advantage;
- Candidates with previous work experience with UN agencies will be an added advantage;
- Hands-on experience in design, monitoring and evaluation of development projects;
- Experience in the use of computers and office software packages, experience in handling web based management systems;
- Proven experience in doing analytical work, doing research and writing;
- Good knowledge of development issues in Maldives;
- Communication skills, in oral and written;
- Ability to manage, inspire and effectively delegate work within a team.
Language:
- Fluency in English and Dhivehi.
