Applications from suitably qualified fem ale and male candidates are equally welcome. The statutory retirem ent age after 1 January 1990 is 62 and will be 65 after 1 January 2014. For external applicants, only those who are expected to complete the term of appointment will normally be considered. QUALIFICATIONS Education Masters degree or equivalent from a recognized university or technical institute in computer science, mathematics, physics, geology, geography, earth sciences or a closely related field. Experience At least five years of combined national and international progressively responsible experience in Geographic Information Systems (GIS), Management Inform ation Systems, database and software development, programming (HTML, PHP, Javascript, SQL), systems engineering and web design. Other requirements Experience in writing reports and analysis of issues related to observing networks and systems. Demonstrated technical knowledge in software development, programming, quality managem ent as well as in relational database management systems such as MySQL and PostgreSQL. Solid knowledge of software design paradigms, rapid application development frameworks, user interface design and GIS software. Excellent knowledge of Microsoft Office applications. Maturity of judgement, initiative and creativity. Ability to work in a multicultural environment. Languages Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.
(Note: the working languages of the WMO Secretariat are English and French. The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) * The Secretary­General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance. SALARY, ALLOWANCES AND OTHER BENEFITS Annual net base salary on initial appointment is US$ 60,091 for staff members with dependants US$ 56,091 for staff members without dependants Annual post adjustment on initial salary is US$ 59,730 for staff members with dependants US$ 55,754 for staff members without dependants This post adjustment, which is subject to change without notice, is paid in addition to the net basic salary. WIGOS OPERATIONAL INFORMATION RESOURCE (WIR) DEVELOPMENT OFFICER Duties and responsibilities Under the supervision of the WIGOS Project Manager, the incumbent will perform the following duties: (a) Review and clarify with the WIR development team the functional specifications of the WIGOS Operational Information Resource (WIR), including its components: the Portal, the Observing System Capabilities Analysis and Review Tool (OSCAR), and the "Standardization of Observations" Reference Tool (SORT); and give particular attention to the surface­based observing system capabilities component of OSCAR (OSCAR/Surface), and SORT; Participate in the definition of the database relational model of OSCAR; Manage the implementation of the WMO Country Profile Database (CPDB); create and maintain project documentation, functional and technical specifications for the CPDB; liaise with WMO Departments on CPDB related matters; Report to the CPDB Task Team on the state of implementation; provide staff support for the CPDB Task Team and carry out/monitor CPDB actions as appropriate; assist in the organization of user input to, and quality management of, the CPDB; Develop software components of WIR, such as algorithms, required software, web pages, query forms, reports, web services, and GIS products; create and maintain project documentation; Conduct tests of WIR software components for quality assurance; Document all the developed modules (description of the functions of the modules, including input/output interfaces); Contribute to the WIR quality management and draft WIR quality management documents; Report on all deliverables, including pending issues, and lessons learned upon the completion of the work or at agreed stages in the development of the WIR and CPDB; Carry out other relevant duties as required. __________________
