Organizational Setting and Reporting
The position is located in the Engineering Standardization and Design Centre (ESDC), Logistics Services, based in the United Nations Global Service Centre (UNGSC) in Brindisi. The incumbent will report to Chief Engineering Standardization and Design Centre (ESDC)/Logistics Services/ UNGSC.
Responsibilities
Within delegated authority, the Environmental Engineer will be responsible for the following duties:
  • Ensure the incorporation of environmental improvements and sustainability in all aspects of designs in support of field Missions through the development of new and revision of existing technical standards and detailed designs for infrastructure and buildings
  • Assess the existing and/or potential environmental impact of all UN land use projects on air, water and land as well as the social context of human health and wellbeing so as to provide information to aid decision-making
  • Develop and implement an Environmental Action Plan for UNGSC, which will aim inter alia to reduce energy consumption and overall greenhouse gas emissions, water consumption and to improve waste management
  • Provide scientific backing/justifications relating to the identification of emerging environmental issues in UN field mission operations and future activities for addressing them
  • Lead preparation and negotiation of permit applications and environmental regulation applicability determinations; interface with regulatory agencies, prepare required documentation, schedule any required testing and provide additional follow-up documentation as required
  • Lead and/or participate in investigation of environmental incidents, implement system improvements to reduce potential for future events
  • Undertake environmental risk assessments, incorporating the application of risk management, environmental law, risk communication, monitoring, socio-economics, ecological economics and environmental health
  • Undertake site-specific Environmental Impact Assessments (EIAs) and develop Environmental Action Plans (EAPs) to guide the implementation of environmental policies and recommendations; work with Field Missions to develop and implement their Environmental Action Plans
  • Design and implement engineering infrastructure for proper waste and wastewater management for field missions, and providing training/capacity building to field engineers
  • Implement both technological and non-technological changes that are required for transitioning to more sustainable practices in field Mission operations
  • Provide guidance on all matters relating to sustainability and the environment in support of field Missions; increase the awareness of peacekeeping staff about environmentally-sound behaviors
  • Identify needs, priority interventions, mitigation measures, designs, etc., including SOW, technical specifications, budget requirements and estimates for recommended works and promote activities consistent with environmental improvement and coordinate and follow-up such actions to ensure effective and timely implementation
  • Review all aspects of the technical clearance and technical review processes as relates to environmental compliance
  • Continuously investigate and strengthen existing environment management initiatives
  • Participate in field visits in support of Missions, especially during Mission start-up, Mission drawdown and camp establishment
  • Establish pragmatic approaches to institute and sustain environmental monitoring and support parallel endeavours of other key stakeholders
  • Prepare reports, case studies and similar material for sharing and disclosure, as may apply e.g. reporting to federal, state and local agencies
  • Support UNHQ in assessing current compliance of field Missions with the UN DPKO/DFS Environment Policy and draft Guidelines and related actions to improve compliance as applicable
  • Work on the development of the Sustainability Appraisal Camp Toolkit (SACT) in collaboration with UNEP and other partners
  • Perform other duties as required.

Education
Advanced university degree (master's degree or equivalent) in engineering or related field. A first level university degree in combination with 2 years of relevant experience in engineering projects may be accepted in lieu of an advanced university degree.
Work Experience
  • At least 5 years of progressively responsible experience in environmental engineering projects is required.
  • Experience in training and capacity building activities is desirable.
  • Knowledge of methodologies for project planning, evaluation and oversight of environmental compliance in field operations is desirable.
  • Excellent knowledge of Microsoft Word, Excel, Power point, MS Project; proficiency in AutoCAD or equivalent engineering software tool.
Languages
Fluency in oral and written English is required; knowledge of a second official UN language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
