Purpose of the Position Under the guidance of Representative, responsible for the planning, implementation, monitoring and evaluation of an assigned programme or specific projects within a major national, area-based or sectoral programme. Key Expected Results 1. Provides overall leadership, guidance and direction for programme planning, implementation and analysis through on going consultations and intersectoral coordination of activities, exchange of information, and sharing experience to achieve programme results. Coordinates the major programme evaluation exercises, annual/sector review meetings with government counterparts and oversees the preparation of annual/programme status reports. 2. Formulates programme goals and objectives and develops strategies and implementation frameworks. Coordinates preparation of the Country Programme Document, and related documentation. Analyzes, evaluates and consolidates programme documentation. Writes programme/project status reports required for management Board, donors, budget review, programme analysis, annual reports, etc. Follows up and coordinates the implementation of the programme recommendation to ensure goals/objectives and results are met. 3. Directs, coordinates and supervises the activities leading to the preparation of the Situation Analysis for programme development. Periodically updates by monitoring and analysing the social, political and economic trends in the country that affect women and children. 4. Represents UNICEF in meetings with high level and senior government officials, as well as multi-lateral, bilateral agencies and NGO's; interacts, negotiates and advocates programme goals and strategies. Identifies strategic alliances, and influences policy development to facilitate achievement and results of programme goals. Meets with national and international agencies covering the management of programme/projects. Participates in meetings with Ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements. Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation. 5. Monitors development at the international, national, regional and local levels. Initiates new approaches and develops methodologies to best meet goals and objectives. Writes position papers for use in the development of the UNICEF global programme policy. Participates in various international/national meetings and workshops. Ensures the accurate and timely input of programme information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes. 6. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Identifies necessary action for programme adjustments. Provides technical advice and assistance to government officials and other partners in the planning and management of programme/projects. Identifies training needs for the purpose of capacity building and sustainability of programme/projects. 7. Supports overall management through participation in management meetings within the office, to review major office operations, human resources, programme and administrative budget management. 8. Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to Representative as required. 9. Monitors the overall commitment, expenditure and liquidation of programme funds in accordance with the Vision System. Takes necessary action for optimum use of programme funds. 10. In the absence of the Representative, responsible for the country office as officer-in-charge. Qualifications of Successful Candidate Education: Advanced university degree in any of the following: Social Sciences, Government, Public Administration, International Relations, Public Policy, Social Policy, Social Development, Community Development or other relevant disciplines, with specialized training in conflict resolution. Work Experience: Five years of relevant work experience in social development, project administration, monitoring and evaluation, some at the international level. Language Proficiency: Fluency in Spanish and English required.
