With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
1. General Background of Project /Assignment
The Mine Action Coordination Centre of Afghanistan (MACCA) supported by the United Nations in partnership with the Department of Mine Clearance coordinates the activities of the Mine Action Programme for Afghanistan (MAPA) including survey, mine clearance, battlefield clearance, mine risk education, and victim assistance activities throughout the country since 1989 and the mine action services reach almost every corner of the country.
Within MACCA, the support services department is solely responsible for providing administrative support to MACCA operations. This includes a wide range of important routine support functions that are essential to the day-to-day running of operations in MACCA. Staff providing support services are mainly engaged in activities such as office administration; arranging travel and travel plans; overall office maintenance; hiring and placing workforce;personnel career development; monitoring personnel performance; managing organization assets and equipments; procurement of goods and services and providing overall financial support to the organization.
2. Purpose and Scope of Assignment
The Transport Associate under the direct supervision of the Senior Logistics, Procurement andContracts Associate and general direction from the Head of Support Services is responsible to maintain the MACCA fleet in a running and serviceable condition hence will be responsible for the following tasks:
- Supervision of MACCA drivers to ensure that UNOPS rules and regulations are complied with and the drivers have valid driving permits;
- Maintain daily drivers roster in cooperation with MACCA radio room and monitor their attendance;
- Raise requisitions for repair and service; prepare Work Orders for the workshop contractor and properly maintain the vehicle maintenance filing system and records including vehicle history forms with their expenditures;
- Maintain accurate records of fuel consumption and consumable parts of MACCA vehicles and consolidate on a monthly basis;
- As member of the Technical Assessment Team, responsible to inspect and assess the defect of the vehicle and recommend the actions required to repair the vehicle;
- Conduct quality assurance checks of the servicing and repairing of all MACCA vehicles.
- Where applicable certify contractor receipts/ vouchers and invoices;
- Assist in procuring services of local contractors to conduct vehicle servicing or repairing.
- Conduct random preventative maintenance inspections according to the maintenance plan for all MACCA vehicles;
- Visit MACCA field offices on a regular basis ensuring that adequate mechanical maintenance measures are being conducted on all vehicles;
- Assist the Assets Management Assistant while preparing RIR for newly procured vehicles;
- Coordinate and prepare all documentation required to retrieve and deploy vehicles to the field as instructed by Senior Logistics, Procurement and Contracts Associate;
- Prepare and submits reports, statistics and other documentation as required by the MACCA logistics section as and when required;
- Conduct random checks to verify status of the vehicles used by the drivers, make inquires of damages, breakdowns and missing equipment related to vehicles;
- Provide advice as regards to local laws, traffic environments, local customs etc;
- Conduct training for the drivers; ensuring all drivers comply with UNOPS Administrative Instruction on ‘Road and Driving Safety' and other relevant Organizational Directives/Administrative Instructions.
- Provide Technical advice for assessment of MAPA vehicles disposal.
- Provide inputs on quarterly basis for the budgeting purpose,
- Maintain an accurate inventory of all parts and consumable under the transport store and reports discrepancies.
- Responsible for the disposal process of used and defective vehicle.
- Liaise with the Afghan Government entities for renewal of the registration books and plates for MACCA vehicles.
- Perform any other relevant task assigned by MACCA senior management
3. Monitoring and Progress Controls
- Submit quarterly reports of expenses in relation to the vehicle maintenance
4. Final Product
- Proper maintenance of the MACCA vehicle fleet; ensuring the vehicles are in safe and road worthy condition at all times

Education/Experience/Language requirements
- Secondary Diploma is required.
- Diploma or Bachelor's Degree in the Business Administration or degree in mechanics highly desirable
- 7 years of practical experience in the field of transport management and/or UN security setup
- Knowledge of UNOPS rules and regulations an asset
- Excellent command of the English language, both oral and written
- Proficiency in spoken and written Dari or Pashto
