Background Information - Afghanistan

With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
1. General Background of Project /Assignment
The Mine Action Coordination Center of Afghanistan (MACCA) supported by the United Nations in partnership with the Department of Mine Clearance coordinates the activities of the Mine Action Programme for Afghanistan (MAPA) including survey, mine clearance, battlefield clearance, mine risk education, and victim assistance activities throughout the country since 1989 and the mine action services reach almost every corner of the country.
Within MACCA, the support services department is solely responsible for providing administrative support to MACCA operations. This includes a wide range of important routine support functions that are essential to the day-to-day running of operations in MACCA. Staff providing support services are mainly engaged in activities such as office administration; arranging travel and travel plans; overall office maintenance; hiring and placing workforce; personnel career development; monitoring personnel performance; managing organization assets and equipments; procurement of goods and services and providing overall financial support to the organization.
2. Purpose and Scope of Assignment
The ICT Assistant under the direct supervision of ICT Officer will be responsible for the following assigned tasks:
- Establish internet connectivity for MACCA and ROs through VSAT and wireless technologies.
- Provide ICT support to MACCA HQ and Regional Officer (RO).
- Maintain serviceability of all Electronic Data Processing (EDP) equipment in the MACCA HQ and RO offices.
- Action trouble calls related to software and hardware of all EDP assets in the MACCA and RO offices.
- Ensure the standard server checklists are completed on a daily basis and findings briefed to the ICT Officer and Local Area Administrator (LAN Administrator).
- Ensure to run the regular windows update on all MACCA servers and clients' computers.
- Establish host connectivity for workstations and support server-based productivity applications such as FASS database and ATLAS online database.
- Configure DHCP, DNS and Print server and Anti Virus servers with an appropriate firewall to enable Internet and Intranet connectivity; install various middle ware tools to enhance integration.
- Assist the LAN Administrator with network administration and E-mail account creation, setup and configuration.
- Assist the LAN Administrator and ICT Officer with installation of server and clients operating systems.
- Visit the (Kandahar, Gardez, Mazar, Hirat, Kunduz, and Jalalabad) ROs according to the ICT schedule, and as required. Alternatively, provide remote support via Team Viewer when appropriate.
- Assist with the monitoring of MACCA HQ and RO offices network performance and configuration.
- Install and administer network operating systems and upgrade them when necessary.
- Schedule and plan to perform daily backups and recovery of clients' computer and servers when necessary.
- Maintenance of the all MACCA HQ and ROs hardware and software including the servers, VSTA, PABX, and clients computers.
- Hold, secure and control all MACCA EDP hardware and software.
- Make recommendations to the ICT Officer and LAN Administrator on matters related to location and disposition of EDP equipment in MACCA HQ and ROs.
- Ensure that the IT Specification and Activity database is populated and up to date.
- Maintenance of all MACCA and RO network connections and update anti-virus programs on a regular basis.
- Maintenance and regular updating of MACCA website and Intranet.
- Prior to relocating any computer related equipment approval must be sort from the ICT Officer and Head of Support Services, so as to ensure that all documentation is completed and the Support Services accordingly informed.
- Prepare all weekly and monthly reports on the IT activities in MACCA for the ICT Officer's review.
- Regular travel to RO offices to assist staff of above mention functions.
- Troubleshooting and maintenance
- f PABX system.
- Cabling and connections maintenance for both voice and data connections.
- Act on behalf of the LAN administrator when requested.
- Perform any other relevant task assigned by MACCA senior management.
3.Monitoring and Progress Controls
- Timely completion of tasks and resolving IT issues
- ROs quarterly travel plan
- Daily ICT inspections
4. Final Product
- Improve MACCA network performance

Education/Experience/Language requirements
- Secondary Diploma required. A Bachelor's Degree in computer science, or any other related field is an asset;
- 3 years of practical experience in the field of IT with international organizations
- Excellent computer skills in the Windows Server 2008/2003, Web sense Filtering Server, Microsoft Exchange Server 2007 (POP3 and SMTP protocols), Windows XP Professional, windows 7 Professional, Cisco ASA and PIX firewalls, and Microsoft Office 2003/2007 software.
- Primary knowledge of cabling (cat5,cat3,fiber optic).
- Knowledge of TCP/IP is essential.
- Posses advanced technical skills related to EDP hardware and software.
- ICDL and/or A+ certification for hardware and PC repairs will be considered as an advantage.
- Working knowledge of English language and fluent in local languages (Dari and Pashto)
- Flexible and adaptable to any situation.
- Ability to work independently and during long hours.
- Posses good work habits with a willingness to work in a multicultural environment.
- Proficiency in the use of computer systems and MS Office particularly Word and Excel required;
- Experience in systems particular to purchase orders, invoicing, and related financial transactions for reconciliation of accounts a distinct advantage;
- Previous experience from the UN/UNOPS or development organizations an asset;
- Knowledge of UN/UNOPS rules and regulations preferred;
- Excellent command of the English language (oral, writing and presentation).
