Background
Water availability and affordability is crucial to maintaining economic growth and social cohesion within the agricultural sector. This is particularly challenging when viewed against the projected climatic baseline set out in the Second National Communication for the UNFCCC (forthcoming). The Government of Turkmenistan is fully aware of these challenges. To meet these challenges, the government is focused on implementation of large scale water infrastructure investment designed to maximise storage and supply capacity. This is aimed at the support of large scale farming of strategic staple crops under the national procurement system (cotton, wheat, rice, sugar beet). Water efficiency infrastructure, such as sprinkler and drip irrigation systems, is also being integrated into these large scale farming operations. Even so, recent analysis undertaken within the UN IFF project, and findings within the Second National Communication indicate that such supply side measures are unlikely to be sufficient to meet the overall projected water deficit over the next 20 years. As a response, the government is issuing a new integrated national strategy for water and agriculture in 2011 which will address the efficiency issues in cotton and wheat farming.
To support government’s efforts, UNDP in cooperation with the Ministry of Nature Protection launched a project of “Addressing climate change risks to farming systems in Turkmenistan at national and community level” in 2011 financed by Adaption Fund. The main objective of the project is to strengthen water management practices at both local and national levels in response to climate change-induced water scarcity risks that are increasingly affecting farming systems in Turkmenistan. The project will assess and deliver concrete water adaptation measures to local vulnerable communities in the three typical agro-ecological regions, while also strengthening national level water legislation and pricing to ensure water availability for the non-state sector farmers.

Duties and Responsibilities
Under the overall guidance and direct supervision of the Project Manager, the Technical Field Assistant’s main focus will be to support the project manager in the delivery of the project, including the efficient management of the project office. A key focus will be on supporting activities implemented with local communities under Components 2 and 3. Component 2 seeks to provide a series of water sector investments in 3 pilot regions (Nohur, Karakum and Sakarchaga) to improve the resilience of these local agricultural communities to climate change. Component 3 seeks to support the development of water user associations in the three pilot regions, and will provide additional investment funds for use by the communities.
In addition, the Technical Field Assistant will support where necessary component 1 (national level reform of the water code and pricing), as well as assist in project management and knowledge management activities (component 4).

- Support planning, implementation and oversight of project activities in 3 project regions;

Specific Responsibilities:
Overall project management support:
• Manage the day-to-day administrative operations of the project offices;
• Ensure that project complies with UNDP and client administrative requirements;
• Support the PM in planning and monitoring of detailed investment plans and reports for each pilot area, including financial reporting ;
• Maintain the project document filing system;
• Support preparation of project documents, presentations and reports;
• Assist in the preparation of external project communications;
• Support the PM in planning and hands-on daily monitoring procurement processes in each project pilot area as part of investment plans;
• Support translation of key project documents;
• Assist in travel arrangements of project personnel at the field level;
• Prepare administrative reports and related documentation as required;
• Assist in organization and documentation for meetings, seminars and other project events in the pilot areas;
• Support dissemination of project information among project board members;
• Provide support to project staff in the efficient delivery of their obligations;
• Undertake any other duties as may be assigned to the TFA by the PM;
Running project activities in three project regions:
• Schedule and prepare project visits to pilot sites;
• Support planning and delivery of events in the project pilot areas; Provide clerical Support to the PM and project experts, local coordinators in preparing technical specifications for project investments;
• Assist the PM, PIU and local coordiantors in identification of potential suppliers of goods and services in pilot areas;
• Support monitoring of implementation of project activities in the three project regions;
• Ensure transparency of financial reporting against locally disbursed funds;
• Coordinate and schedule project activities with local project coordinators;
• Ensure clear photographic and documentary evidence of project activities implemented;
• Assist in preparation of communications related to project achievements;
• Support the work of National and International experts in the regions as required;

Required Skills and Experience
• Secondary Education. University Degree will be an asset;
• At least 3 years of relevant experience in provision of specialized services ; in particular administrative implementation experience, preferably with development projects in international organizations;
• Good knowledge of English, Turkmen and Russian.
• Good knowledge of Microsoft Office and other electronic applications;
• Knowledge and practical experience in Internet based platform is a strong asset.
• At least 3 years of relevant experience in provision of specialized services ; in particular administrative implementation experience, preferably with development projects in international organizations;
• Good knowledge of English, Turkmen and Russian.
