Background
The major objective of the country’s current development plan—the Growth and Transformation Plan (GTP)—is sustaining rapid and broad-based economic growth through creating favorable conditions for industry to play a key role in the economy. Development of industry at large and metal and engineering sector in particular has a paramount importance for the development of any modern economy because of its strategic importance that emanates from its forward and backward linkage with virtually all sectors of the economy. Therefore, the Government of Ethiopia (GoE) has put forward the sector and the development of the sub-sector as one of its strategic priorities as articulated in the GTP.
Currently the construction industry is highly growing and the country is engaged in various infrastructural developments, there is a growing and remarkable demand for metal and engineering products. However, the metal and engineering industry in Ethiopia is at a rudimentary stage and does not yet play a significant role in the national economy. Some of the challenges that local metal and engineering industries currently face are technical and managerial skill gap, low labor productivity, lack of technological capability, locked into low-value added products, limited research and development (R&D) activities, shortage of spare parts, high raw material cost, and taught foreign competition, especially from India, China, etc.
To alleviate the above mentioned challenges, the GoE has established Metal Industry Development Institute (MIDI) to provide sector specific and coordinated technology support by making use of capable professionals with a view to enhance the capacity of metal and engineering manufacturing technology and to enable the industries to become competitive and bring about rapid development. In doing so, MIDI is currently undertaking different tasks to accomplish the following main objective:
  • Enhance investment capacity of industries which are operational and those in the pipe line;
  • Enhance production capacity of operational industries; and
  • Enhance marketing capacity of operational industries.
Duties and Responsibilities
Justification of the Study
This specific assignment is timely and strongly believed to contribute towards building the capacity of the sub-sector in terms of: preparing profiles, pre-feasibility studies, and promote feasible project profiles to expand sector wide investment; provide advisory services on project implementation, technology selection, negotiation, construction, installation and production trial (commissioning);prepare product design and development for the purpose solving industry problems as well as creating job opportunities; and, support industries to increase productivity and improve product quality. Among the different activities of the institute, the above listed are given paramount importance in order to up built the capacity of the institute and selected industries/institutions successfully contribute towards the industrialization agenda of the country.
 Expected Result:
The main deliverable of this assignment is to assess the current local capacity of the MIDI and selected industries/institutions in the under listed issues and forward recommendations as well as implementation plan as well as fill the gap against good international practices with regard to: 
  • The system which   is currently applied to provide advisory services for potential investors and customers starting from identifying potential intervention area of metal and engineering sector to design feasibility studies and project profiles;
  • The capacity of MIDI and selected institutions on project implementation, technology selection, negotiation, construction, installation and production trial (commissioning);
  • The capacity of product design and development activities of MIDI and local metal engineering industries;
  • Outlining problems and constraints encountered with regard to the above three dimensions, and forward recommendations as well as implementation plan to fill the gap; and
  • Training staff of MIDI and selected industries/institutions.

Required Skills and Experience
 Education:
  •  Post graduate degree preferably in project engineering management, industrial engineering, mechanical engineering, business leadership or administration, economics or related fields.
Experience:
  • Minimum of ten years work experience in relevant services and exposure in similar assignment in developing and emerging countries;
  • Practical knowledge in detail design, manufacturing, assembling, erection & commissioning of different engineering projects;
  • Knowledge and experience in product design and development of different machineries and components;
  •  A good knowledge of available alternative technologies worldwide for giving project engineering services; knowledge and experience around basic metal and engineering industries;
  • Sound and recordable experience in developing strategic plans for engineering service support;
  • Knowledge of the challenges and opportunities of sectors support institutions in Ethiopia in particular and in developing countries in general;
  • Knowledge in procurement rules and manuals;
  • Sound experience in teamwork, negotiation skills and intercultural communication
Language:
  • Proficiency in English language (speaking and writing) and the ability of report writing.
