Position: Short Term Collaboration-experience in recycling and or Solid Waste Management (SWM)
Possible Duty Station: 1 Post for Yangon
CESVI is a non religious, nonprofit International NGO delivering humanitarian and development work in Livelihood, Food Security, Agriculture, Water and Sanitation, Solid Waste Management, Health and Community Development in Mandalay Region, Magway Region, Sagaing Region, Yangon Region, Kachin State and Northern Shan State.
Work context:
The project 'Environmental protection and sustainable development: building local capacities on solid waste management in Myanmar Yangon' is co-implemented by Yangon City Development Committee - Pollution Control an Cleansing Department [PCCD], The City of Turin [CdT], ITHACA and CESVI. The three-year project started in March 2013 and entered the implementation phase in June 2013.
The project explores innovative ways to improve the quality of solid waste management in Yangon and integrate principles of environmental protection into existing policies and practices. Through working with Yangon city's Pollution Control and Cleansing Department, local communities and other stakeholders, it aims:
1. to strengthen the institutional and technical capacity of local authorities;
2. to develop an information system for solid waste management; and
3. to increase community awareness of best practices in solid waste management.
The project targets three townships of Yangon: Tarmwe, Thingangyun and Hlaing Hta Yar.
The collaboration is part of the third component of the project and aims at collecting, analysing and presenting the relevant information that the project team has to take in account in the preparation of pilot projects including collaboration with small scale companies / workgroups for the separation, the market and the reuse of recyclable materials.
The collaboration is meant to deliver a study to inform the project team about the operation and potential development of the recycling sector in Yangon, specifically on:
1. How the segregation process of recyclable materials is conducted in Yangon;
2. What are the main challenges of the current system;
3. How the collection and re-use of recyclable materials can be improved;
4. How recycling can be effective in promoting good practices in SWM. The feasibility study is also meant to provide advice and guidance for the set up of pilot projects for the separation, the market and the reuse of paper and plastic (category 4 -wrapping films, grocery and sandwich bags, and other containers made of low-density polyethylene- according to the SPI classification) through the collaboration of the project partners with small scale companies / workgroups.
Rationale:
Value chain and market analysis of recyclable products The analysis is necessary to orient the pilot initiatives foreseen in the project, especially towards their financial sustainability, on the basis of the interests and needs of the target groups and the project partners. The analysis based on the outcome of the orientation workshop, which was conducted in September 2013, consists of the following activities:
- Development of the value chain and market analysis of the recycling materials according to the following criteria:
- Involve poor people in the implementation of pilot activities generating income;
- Improve working conditions of people involved in recycling;
- Increase awareness of population through implementation of demonstrative activities;
- Low hardware/equipment investment and maintenance requirements;
- Short term time for start up;
- Highest income generation opportunities – market demand;
- Coherence with SWM strategy of the project partners and the project objectives and procedures;
- Potential and interest of replicability.
- Development of a workplan based on the results of the analysis through a participatory workshop with the project partners.
Objective of the feasibility study:
The value chain and market analysis aims at identifying:
1. Understanding how the segregation process of recyclable materials is conducted in Yangon:
- identification of recycled / recyclable materials and their characteristics –, with specific reference, as mentioned above, to paper and plastic-;
- estimation of quantity produced and percentage on the total generated;
- who operates the segregation; where the segregation is conducted;
- what is the final destination of the recyclable material collected.
2. Description of the actors involved in the collection and segregation of recyclable materials and their working conditions;
3. Formal and informal frameworks in place related to the segregation of recyclable materials;
4. Quality of the recycled material and their market value along the chain from the collector to the exporter / re-user;
5. How to improve the segregation and collection of recycled materials to reduce the quantity of waste processed in Yangon;
6. What kind of pilot project regarding collection and re-use of recyclable products, with specific reference to paper and plastic, could be marketable and profitable.
The study, which shall be completed within 6 weeks, will be distributed among main sector stakeholders. Candidate education background and experience:
The candidate should possess:
- A University degree in Environmental Sciences, Social Sciences or in any related discipline;
- Sound knowledge of recycling practices in Myanmar, use of recycled materials and their availability;
- Experience in value chain and economic analysis of raw material and products;
- Excellent analytical and report-writing skills;
- Excellent communication and interpersonal skills;
- Excellent knowledge of Myanmar and English languages.
Output:
The Collaborator is required to provide:
Prior to the beginning of the activities:
- Detailed concept note, including the methodology for the research, and work plan of the work proposed, to be agreed prior to beginning of the activities.
After 3 weeks from the beginning of the collaboration:
- Intermediate report including the aspects of the research so far developed;
After 5 weeks from the beginning of the collaboration:
- Draft of the final report in English;
After 6 weeks from the beginning of the collaboration and based on feedback from CESVI staff:
- Final report in English. The report is supposed to be between 20 and 40 pages A4 format. Timeline and reporting requirements: The proposed collaboration will be developed in 6 weeks between October and December 2013.
