Purpose of the Job and Background
The role contributes to the EBRD's efforts to establish more sustainable local currency (LCY) financing through financial sector reforms and to the development of more efficient and self-sustaining local capital markets in EBRD Countries of Operations (CoOs).
Background
The recent financial crisis laid bare many of the intertwined systemic risks associated with a heavy reliance on foreign currency lending and over dependence on foreign capital inflows. In response, the EBRD established the LC2 Initiative, which is now one of EBRD's key strategic initiatives.
LC2 activities include; leading LC2 related policy dialogue, providing technical and analytical support to investments and capital market transactions, organisation and implementation of capacity building and knowledge sharing activities, as well as advisory work and technical cooperation (TC).
The role of the Senior Manager is to provide leadership on the capital market development work, including technical advice to different business units across the EBRD and to external counterparts in the CoOs, conduct capital market development assessments and policy dialogue and implement recommendations by managing policy dialogue, investment and TC activity.
Key Responsibilities and Deliverables
The Senior Manager will:
  • Co-manage LC2 Analysts.
  • Not have formal budgetary responsibilities, however, he/she will lead or support a wide range of TC projects of various size and complexity.
  • Have specific country/regional and product/sector responsibilities assigned.
  • Develop and effectively manage relationships with external counterparts to range from technical staff to ministerial level.
  • Establish strong working relationships at all levels within the EBRD.
Policy dialogue:
  • · Design and conduct policy dialogue with country authorities and other relevant external stakeholders to promote LCY use and capital market development.
  • Assess and follow up on financial market development needs and reforms of the EBRD CoOs to achieve more sustainable domestic capital markets.
Transaction design and support:
  • Assist the EBRD's Banking Department in designing transactions with LCY or capital market relevance to enhance the impact of EBRD investments.
  • Liaise with EBRD's Treasury Department to strengthen synergies between LC2 activities and EBRD's own treasury operations.
  • Design, manage and coordinate TC projects with internal and external counterparts to support reforms or specific transactions
Capacity building:
  • Provide know how on relevance of LCY use and capital market reforms across the CoOs, including through arranging, speaking and participating in relevant conferences, to raise awareness of the objectives of the LC2 Initiative.
  • Mentor and coach junior colleagues within the LC2 Team and other EBRD departments and resident offices to develop a 'One Bank' approach to LC2.
  • Lead production of policy notes, assessment reports and other analytical papers.
  • Represent EBRD on high-level policy-making bodies and coordinate the capital market activities with the other IFIs as requested.
Essential Skills, Experience & Qualifications
Academic Qualifications:
  • Graduate degree in Finance, Economics or Accounting from a leading university of the country of education.
Experience:
  • Hands-on experience in capital markets products and design, including debt, equity and derivatives.
  • Extensive knowledge of the various market participants in the global capital markets and emerging markets in particular.
  • Strong track record of managing high-level policy dialogue with governments, regulators and market participants.
  • Proven project management experience, preferably related to financial sector development in transition economies.
  • Track record of producing high-impact policy notes and analytical papers in international institutions.
  • Proven ability to work across organisational boundaries and operate effectively in multi-cultural work environment.
Technical skills:
  • In-depth knowledge of the mechanics and issues related to financial market development across a wide range of products and market segments.
  • Strong communication skills, both orally and in writing. Must be able to explain complex technical issues effectively without losing the 'big picture' perspective.
  • Ability to establish relationships with and tactfully influence high level internal and external stakeholders.
  • Russian and/or Arabic language skills are a desirable.
Challenges
Meeting the complex challenges of the LC2 as a new strategic initiative for the EBRD, including working effectively across organisational boundaries as an inter-departmental team.
Motivate country authorities in EBRD CoOs to implement LC2 recommendations within their own political constraints.
