Background Information - Afghanistan

With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
1. General Project Background
The Mine Action Coordination Center of Afghanistan (MACCA) supported by the United Nations in partnership with the Department of Mine Clearance coordinates the activities of the Mine Action Programme for Afghanistan (MAPA) including survey, mine clearance, battlefield clearance, mine risk education, and victim assistance activities throughout the country since 1989 and the mine action services reach almost every corner of the country.
Within MACCA, the support services department is solely responsible for providing administrative support to MACCA operations. This includes a wide range of important routine support functions that are essential to the day-to-day running of operations in MACCA. Staff providing support services are mainly engaged in activities such as office administration; arranging travel and travel plans; overall office maintenance; hiring and placing workforce;personnel career development; monitoring personnel performance; managing organization assets and equipments; procurement of goods and services and providing overall financial support to the organization.
2. Purpose and Scope of Assignment
Under the direct supervision of the Head of Support-services, the Senior Logistics, Procurement and Contracts Associate will head the management structure of Logistics section, including inventory, fleet management and procurement to ensure development of effective, integrated and centralized support services for MACCA.
- Develop,implement and supervision of a supply management system for the Mine Action Coordination Centre of Afghanistan (MACCA) to include local procurement, warehousing,equipment issue and return and inventory/asset management and disposal.
- Supervise and control the development, implementation and management of all logistics-systems for MACCA and Mine Action Programme for Afghanistan (MAPA) UN-owned equipment.
- Management of local procurement activities, originating from MACCA HQ or from the Regional Offices (RO), to include development of procurement plans for approval, review of requests, clarification of the originators requirement (specifications), and to ensure procurement is undertaken in accordance with an approval work plan and financial authorizations and in compliance with the financial rules and regulations.
- Manage transportation planning and fleet management
- Manage explosive storage and issue control
- Manage the receipt, registering and correct storage of all equipment received for the MAPA and compile the distribution plan for this equipment.
- Liaison with contractors to implement internal controls for store keeping and maintenance of all MACCA procured equipment.
- Provide direction and control for the compiling of logistics reports and returns,internal and for NY.
- Visit field offices on a regular basis based on the inventory management plan ensuring that adequate stores control; inventory management system and maintenance measures are being applied.
- Assist with the review of market research and best practice in contract development.
- Assist the Head of Support Services with facilities management and any new construction or major renovations.
- Leading the development, adaptation and implementation of a computerized asset management system (common to UNOPS) within the MACCA Logistics section
- Responsible for the contract administration
- Training and capacity building of MACCA Logistics staff.
- Perform any other relevant task assigned by MACCA senior management
3. Monitoring and Progress Controls
- Effective management of logistics section
- All procurement activities are conducted in accordance with UNOPS rules and regulations and are completed in a timely manner
- Proper maintenance of asset register.
- Procurement and management of consumables.
- Management of UN security obligations and UNOPS compound facilities.
4. Final Product
- Asset is well managed with record of all supporting documents.
- Proper maintenance of files.
- Effective support to the logistics section allowing for quality and cost effective procurement to be undertaken for the MACCA

Education/Experience/Language requirements
- Secondary Diploma is required. Bachelor's Degree in Business Administration, economics orany other relevant field is an asset.
- 7 years of practical experience in local or international procurement and/or logistics
- Experience working with International procurement standards is desirable
- Understanding of humanitarian demining operations and support would be an asset
- Knowledge of UNOPS Procurement, Financial and Assets Management rules would be an asset
- Experience and knowledge of ATLAS is an asset.
- Sound knowledge of computers including Word, Excel, and Access.
- Previous experience in a similar position within a UN mission would be a distinct advantage;
- Proficiency in written and spoken English, Dari and Pashto.
