Background

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
The OSCE Centre in Bishkek, Kyrgyzstan was established by the OSCE Permanent Council on 23 July 1998 to encourage Kyrgyzstan's further integration into the OSCE community.
The incumbent will be responsible for the direct project management of the Small Arms and Light Weapons (SALW) and Conventional Ammunition (CA) activities and the provision of technical advice and capacity building to the government of Kyrgyzstan on SALW and CA issues.
Tasks and Responsibilities
Under the overall supervision of the Senior Political-Military Officer the incumbent is responsible for the following:
1. Project management of all aspects of CA Destruction, SALW Destruction and Safe Storage activities;
2. Providing independent technical advice on weapons, ammunition and explosives to the OSCE Mission and the government of Kyrgyzstan;
3. Assessing the quality and condition of weapons recovered and ammunition and explosives stored or designated for destruction;
4. Developing written procedures and advice to ensure that weapons, ammunition and explosives recovered by the government are stored in as safe a manner as technically possible;
5. Overseeing the formulation of future appropriate project activities in consultation with the government, the OSCE country office and other appropriate organizations; furthermore, ensuring the synergy of complementary projects within Kyrgyzstan in the area of Mine Action and Security Sector Reform (SSR);
6. Supporting resource mobilization efforts and actively identifying and taking advantage of funding opportunities for initiatives directly and indirectly relating to the fulfilment of the objectives of the project, at the national and international level;
7. Rapidly communicating successes and new developments in this field to senior members of key donor and partner organizations, and actively briefing them on opportunities for cooperation;
8. Performing any other duties as might be required for a successful and well-co-ordinated OSCE response to address the problems of SALW and CA proliferation in Kyrgyzstan.
Necessary Qualifications
- University degree or diploma from a recognized military academy with formal academic qualifications in chemistry, explosive ordnance engineering;
- Military personnel qualified in explosive ordnance disposal (EOD), explosive engineering and ammunition technology;
- A minimum of four years of progressively responsible working experience with extensive operational EOD experience to ensure credibility with the local national authority;
- Extensive accredited formal training/qualifications and experience in all of the following:
- Ammunition Storage (field and depot).
- Ammunition Inspection and Repair.
- Unit Ammunition Inspections
- Logistics of the destruction of stockpiles of ammunition and explosives;
- Computer literate with practical experience in Microsoft packages, experience in using ERP systems (Oracle);
- Professional fluency in English with excellent written and oral communication skills; working knowledge of Russian and the local language would be an asset;
- Ability to establish and maintain working relations with people of different nationalities, religions and cultural backgrounds while remaining impartial and objective;
- Demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities;
- Holder of a valid driving licence and able to drive using manual transmission.
Remuneration Package
Monthly remuneration subject to social security deductions is US$3,894 to which is added Board and Lodging Allowance (currently EUR 120 per day subject to change without prior notice). Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
