Principal functions
Under the supervision of the Director, Internal Oversight, in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties: 1) To assist in maintaining and improving the quality management system in the Secretariat: (a) Plan, develop, determine and update a comprehensive quality assurance programme intended to meet the requirements of the international quality management standards (ISO 9000 series); (b) Develop policy and working procedures to support the quality management system (QMS); (c) Act as Secretary and advisor to the Quality Management System Technical Committee (QMSTC) on matters related to the QMS; and (d) Assist selected organisational units in developing QMS suitable to their activities. 2) To assist with planning and performing the quality management system internal audits: (a) In accordance with the annual QMS audit programme of the OIO, plan internal QMS audits in consultation with Division Directors, for the approval of the Director of OIO; (b) Perform the audits according to the standard operating procedures for QMS internal audits; (c) Provide suitable advice and guidance to the auditors or other Professionals and assistants assigned to the QMS Audit and ensure that the audits are performed professionally and efficiently; (d) Assess follow-up action taken in respect to the QMS internal audit findings to ensure that effective corrective actions are taken and that they are taken on time; (e) Review and make recommendations on the remedial actions or improvements on the efficiency and effectiveness of the QMS and make a report to the management through the Director of the OIO; (f) Carry out the quarterly follow-up activities; and (g) Submit bi-annual report to the Director-General through the Director of OIO on the status of implementation of QMS and the audit programme. 3) To assist in developing the knowledge and skills of staff members in the field of Quality Management Systems and related subjects: (a) Identify training needs of staff members in consultation with the Training, Development and RBM Branch (TD&RBM) and Division Directors and plan for the training; (b) Assist with the design, development and conduct of identified training in-house, e.g. on effective implementation of QMS to all staff members, writing effective procedures to selected number of staff members etc.; and (c) Assist with the development and planning of required training course in QMS which is conducted by external trainer and coordinate with TD&RBM in the selection of the trainer. 4) To evaluate the economy, efficiency, effectiveness and impact of the OPCW policies, programmes, activities, and projects: (a) Develop a draft evaluation work programme on an annual basis, on topics, programmes and activities selected using a risk assessment methodology and taking into account requests made and concerns expressed by OPCW Management and Member States, and submit it to the Director, Office of Internal Oversight, as contribution to the Annual Work Programme of the Division; (b) Perform evaluation assignments as contained in the Annual Work Programme of the OIO; (c) Indicate the general objectives, scope and methodologies for each specific evaluation assignment. 5) To report on evaluation assignments carried out: (a) Prepare draft reports and recommendations to be approved by the Director, Office of Internal Oversight; (b) Review and assess the comments of programme managers on draft reports and prepare final evaluation reports; (c) Follow up the implementation of recommendations contained in evaluation final reports as accepted by the Director-General, and report to the Director of the OIO on a quarterly basis. 6) Under the authority and supervision of the Director, OIO, to provide advice to management on monitoring and evaluation activities: (a) Contribute to the development of monitoring and evaluation approaches and methodologies as well as evaluation guidelines, standards and performance indicators in the OPCW, through provision of advice and comments and conduct of studies as required; (b) Attend committee and ad hoc group meetings discussing evaluation issues, as an observer and as requested by the Director of the OIO. 7) To perform other duties as required. Knowledge and skills
• An advanced university degree in Business Administration, Public Administration or Law. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree. • Excellent and proven planning, organisational and coordination skills; • Good negotiation skills; • Excellent problem solving skills; • Flexibility and ability to work under pressure; • Tact, discretion and ability to work harmoniously in a multi-cultural environment. • Competence on evaluation design, data collection and analysis. • Computer literacy (MS Office software applications). • Keep abreast of developments in the fields of Quality and Evaluation. Desirable: • Formal training in evaluation. Required certification: • Certification in Internal Quality Auditing on the basis of ISO 9001:2008 or ISO/IEC 17025:2005 or ISO/IEC 17043:2010.Experience
Required: • Minimum 5 years of relevant experience in quality management and evaluation at national or international organisation with an advanced degree or 7 years with a first level degree. Desirable: • A combination of national and international experience. Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
