Context:
Under the general supervision of the Chief of Mission (CoM) and the direct supervision of the Emergency and Post Crisis (EPC) Project Coordinator, and in close coordination with Resource Management Unit (RMU) as necessary, the Project Officer will work to ensure effective implementation of IOM project activities and represent IOM in local coordination mechanisms in Gambella Region. The current projects in this region focus on enhancing emergency response mechanisms for disaster affected - Internally Displaced Persons (IDPs) in Ethiopia via the provision of basic life-saving items: emergency shelter (ES) and non-food items (NFIs).
Core Functions / Responsibilities:
  1. Contribute to the development of detailed work and activity plans for project implementation in accordance with the project documents and donor agreements and ensure adherence to work-plans, deadlines and budgets.
  2. Assist in the implementation of direct assistance in accordance with the project documents and in close cooperation with the Logistics and Procurement colleagues, including oversight of market analysis, bidding process, registration of beneficiaries and final distribution.
  3. Liaise with project partners for timely implementation, coordination of activities and efficient use of resources and logistics.
  4. Conduct regular monitoring visits to sites, document lessons learned and make recommendations for adjustments.
  5. Develop and maintain positive relations with regional government, UN agencies and other partners in the region.
  6. Coordinate activities of the Camp Coordination and Camp Management (CCCM), Emergency Shelter, Non Food Items NFI Cluster and facilitate inter-cluster coordination in the region in cooperation with government and partners and in coordination with EPC Unit in Addis Ababa.
  7. Carry out assessments of Internally Displaced Persons (IDP) settlements and other humanitarian situations in Gambella with the government and humanitarian partners, making recommendations for appropriate site service provision and protection assistance according to international standards.
  8. Carry out periodic training needs assessment among local government and humanitarian partners and coordinate/carry out regional/local trainings.
  9. Work closely with the EPC Unit in Addis and provide regular (weekly) updates on regional activities as well as monthly reports.
  10. In close coordination with the Project Development Team of the Mission, assist in identifying and developing new project opportunities for humanitarian projects.
  11. Manage sub-office staff and approve payments and transactions for sub-office expenditures and ensure all transactions comply with IOM Administrative rules and regulations, in close coordination with RMU.

Required Qualifications and Experience
a) completed university degree from an accredited academic institution in Social Sciences, Development Studies, International Relations, Conflict Resolution or related field;
  • two years of professional experience in humanitarian assistance;
  • experience in SubOffices, people and team management, training needs assessment, training planning, conducting humanitarian gaps and needs assessments, working with internal displacement coordination and direct assistance;
  • experience of working in remote locations with difficult access and logistics, directly with government counterparts for humanitarian assistance. Languages Fluency in English is required.
