Background
The Project Manager will play a liaison role between the UNFPA Country Office and implementing partners located in East-Kazakhstan Oblast. S/he will assist implementing agencies in East-Kazakhstan Oblast to operationalize annual work plans related to sexual and reproductive health (SRH) and population and development (PD) components of the above mentioned joint project. The Project Manager will work in coordination with the Joint Project Coordinator and under direct supervision of UNFPA Country Office Assistant Representative in close collaboration with UNFPA staff, UNFPA employees and the project team. Project Manager will be responsible to provide meaningful instruments inputs to implementation of the nationally executed project's activities and necessary follow up to those activities applying established systems and procedures .
Duties and Responsibilities
- Jointly with UNFPA staff and regional implementing partners to plan, implement and monitor SRH and PD components of the joint project.
- Based on the above, draft annual work plans and budgets with respective implementing partners for the activities to be implemented during a year and finalize it jointly with UNFPA staff and implementing partners and get the workplans signed by all the parties;
- Closely liaise with UNFPA and regional implementing partners on planning, preparation and implementation of activities in accordance with the signed workplans;
- Provide substantive support to partners' implementation activities, such as workshops, seminars and training sessions including agendas and drafts of final documents;
- Provide logistical support to projects by coordinating arrangement of all project related workshops, meetings and events;
- Assist partners and consultants in data collection and analysis through providing substantial inputs;
- Draft meeting minutes, reports, briefing on the issues of SRH and PD within the project framework;
- Assist in formulation (revision) project's objectives, activities, outcomes, outputs and indicators during the planning process;
- Contribute to creating and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches and drafting relevant materials for dissemination;
- Establish and maintain public information contacts and provide assistance in organizing and conducting meetings with any interested parties related to the project implementation;
- Represent UNFPA project component at joint project meetings and thematic roundtable discussions (when appointed), draft presentations on UNFPA component of the Joint project;
- Consult and negotiate with partners, including UN agencies to smoothen implementation of the project;
- Undertake periodically field visits to receive first-hand information on implementation of the project and submit field visit reports with relevant recommendations;
- Contribute to the development of Country Office Annual Report (COAR) on implemented UNFPA activities of the Joint Project;
- Any other assignments that may arise in connection with the fulfillment of the above responsibilities.

Required Skills and Experience
REQUIRED QUALIFICATIONS EXPERIENCE/SKILLS
- University degree in public health, public health management, economics or related field;
- At least three years of progressive working experience in the relevant area. Previous work with international organizations is an advantage;
- Conceptual knowledge of statistics, human development, sexual and reproductive health including maternal healthcare, family planning, prevention of STI and HIV transmission; health systems, programmes of socio-economic development of Kazakhstan including essentials of healthcare reform;
- Knowledge of concepts of programming, data collection, analysis, processing, monitoring and evaluation;
- Fluency in Russian, good knowledge of English and Kazakh languages are strong assets;
- Good writing skills in Russian; good writing skills in English and Kazakh language are strong assets,
- Good presentation skills;
- Good knowledge of Microsoft Word, Excel, PowerPoint, e-mail and Internet;
