Purpose of the Position
Manage UNICEF`s AIDS-related partnerships within the UN system, particularly through the UNAIDS structure, and associated programme activities that enhance and accelerate UNICEF`s HIV programme and UNICEF`s leadership in the global AIDS response for children. Collaborate closely with the UNAIDS Secretariat and Co-sponsoring organizations, other UN agencies, bilaterals and governments, to ensure that UNICEF meets its obligations as a UNAIDS Cosponsor and realizes its organizational commitments on HIV.
Key Expected Results I.
Management of UNICEF`s partnership with UNAIDS:
1. Act as UNAIDS focal point, managing the relationship and communications with the UNAIDS Secretariat, Cosponsoring Organizations (CCO) and other UN entities, including coordinating interagency communications and inter-agency processes; coordinating internal communication related to the UNAIDS partnership; and identifying new opportunities for collaboration.
2. Coordinate all UNICEF inputs to key UAIDS frameworks, policies, reports and strategies.
3. Prepare Executive briefings concerning key partnerships and related issues ahead of UNAIDS meetings as needed. End Result(s): Leadership within the UNAIDS family by UNICEF on AIDS-related policy dialogue and agenda setting. Visibility of UNICEF, within the UNAIDS family and beyond, as a key global leader in the AIDS response for children and adolescents.
II. Management of UNAIDS-related policy development:
4. Provide policy advice to Senior Staff, in particular the Senior Adviser, Management, Planning and Finances and Associate Director, Programmes, HIV/AIDS Section, on issues relevant to UNICEF's obligations as a Cosponsor of UNAIDS.
5. Participate in and produce necessary documents for high-level meetings and conferences, including UNICEF Executive Board meetings, UNAIDS Programme Coordinating Board and Committee of Cosponsoring Organizations' meetings and other strategic planning meetings with UN agencies, bilaterals, Donors, Foundations and Governments. End Result(s): Strategic and active engagement of UNICEF as a UNAIDS Cosponsor.
III. UNAIDS-related Workplanning and Programmatic Reporting:
6. Manage the development of and planning for the UNAIDS Unified Budget, Results and Accountability Framework workplanning, in consultation with team lead, Regional Advisers and other key contributors.
7. Coordinate the development of regional, HQ and global thematic UBRAF year-end reports and liaise with Regional Advisers during the development of country-level and regional UBRAF reports.
8. With the Associate Director of Programmes, HIV/AIDS Section, represent UNICEF in all UBRAF annual and mid-term performance and peer reviews.
9. With oversight by the Senior Adviser, Finance, Planning and Management, coordinate the development and review of UNICEF`s HIV/AIDS annual workplan, specifically ensuring alignment with UNICEF`s obligations under the UBRAF. End Result(s): HIV/AIDS Section successfully delivered on the implementation of the UBRAF synchronization of the HIV/AIDS UNICEF workplan with the UBRAF, to strengthen programmatic coherence and results for children and AIDS.
IV. UNAIDS-related Financial Monitoring and Reporting:
10. Provide guidance to team leads in HQ as well as to regional and country offices on compliance with financial obligations set forth in UNICEF`s agreement with UNAIDS.
11. Track UBRAF expenditures and allocations by countries, regions, and HQ.
12. Manage the development of UNICEF`s annual UBRAF expenditure reporting to UNAIDS and of UNICEF`s annual UBRAF budget in close consultation with team leads and regional advisers and, in particular, with the Associate Director, Programmes, Senior Adviser, Finance, Planning and Management. End Result(s): UNICEF satisfies all UBRAF-related financial planning, monitoring and performance requirements set forth by UNAIDS to ensure the highest possible UBRAF funding for UNICEF.
V. Other Duties:
13. At the request of the Senior Adviser, Finance, Planning and Management, act the HIV/AIDS section`s liaison on issues related to human rights, AIDS in the post-2015 development agenda, institutional development processes, e.g., UNICEF`s strategic planning exercises.
14. As needed to facilitate overall administration of the section, advise the Senior Adviser on the compliance of agreements entered into by the HIV Section and extended team with organizational standards and rules.
15. Acting in close collaboration with the Senior Adviser, Management, Planning and Finances, coordinate the implementation of the Resource Mobilization Plan for the HIV, including through the convening of a virtual task force that will consist of representation from regions, and HQ. End Result(s): In times of need, the HIV/AIDS Section has adequate support for internal planning and financial management process. Issues related to children and AIDS are reflected in UNICEF`s broader work on child rights as well as in the broader post-2015 development agenda.
Qualifications of Successful Candidate
Education:
- Advanced university degree in social science. political science, health, law or other fields.
Work Experience:
- At least eight years of relevant experience working in the areas of global health, HIV and /or development.
- Proven ability to manage and coordinate complex partnerships.
- Demonstrable track record in planning and monitoring exercises is an asset.
- Experience in policy matters related to /or knowledge of UNICEF, UNAIDS, UN System is of added value.
- Language Proficiency: Fluency in English and another UN working
Language.
- Fluency in French is an asset.
