Organizational Setting and Reporting
The postition is located in the Office of the Special Adviser on Africa (OSAA). The incumbent of the post reports directly to the Chief of Coordination, Advocacy and Programme Development Unit.
Responsibilities
Under the general direction of the Director, Office of the Special Adviser on Africa, and the direct supervision of the Chief of Coordination, Advocacy and Programme Development Unit, the incumbent will perform the following functions:
- Analyses the causes of conflict in Africa and proposes policies to make progress toward achieving dutable peace and sustainable development;
- Takes the lead in drafting policy papers and briefs, reports and ohter relevant documentation relating to OSAA's mandate;
- Conducts seminars, workshops and leads field missions as required;
- Provides direct and substantive support in servicing of meetings on emerging issues relating to governance, conflict, peace and security issues in Africa;
- Leads the coordination of the advocacy stragegy for the Office;
- Supports the advocacy strategy by developing timely issues papers for briefings of Member States and other stakeholders and by preparing press releases and press briefings;
- Ensures effective utilization, supervision and development of staff;
- Takes the lead in the preparation and substantive servicing of inter-governmental and inter-agency processes relating to the global policy dialogue on African development, particularly with regard to the nexus between peace and development issues relating to the implementation of the New Partnership for Africa's Development (NEPAD).
- Performs other duties as required.

- Demonstrated knowledge and expertise in policy analysis and in advocacy to promote international support for Africa, particularly with regard to the peace, security and governance aspects of the implementation of NEPAD;
- Ability to organize and service inter-governmental bodies, briefings, policy dialogues and expert group meetings;

Education
- Advanced university degree (Master's degree or equivalent) in social science, political science, international relations or related area.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area.
- Experience in international, regional or national service with policy analysis experience in relation to African governance, peace and security or development issues is required.
- Experience on the New Partnership for African Development is desirable.
- Experience on inter-governmental processes is desirable.
- Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
English and French are the working languages at the United Nations Secretariat. For this post fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
