Job Purpose:
Lead in promoting the implementation of ADB's Safeguard Policy Statement and environment operational directions at corporate level. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.
Expected Outcomes
a. Policies, Strategies and Frameworks
  • Lead the formulation of corporate policy, strategy and approaches for safeguards.
  • Provide leadership in professional and operational matters.
  • Contribute new or innovative approaches to policy and operational issues.
b. Operational Advice and Compliance Support
  • Act as focal point for safeguard policy implementation and due diligence review
  • Lead and provide advice and support to operations departments to mainstream environment and safeguards in country operations and enhance project quality,
  • Lead and provide advice on safeguard compliance risks in the design and implementation of environmentally and socially sensitive and complex projects, and identify necessary corrective action.
  • Undertake operations support and safeguard implementation review missions to support the design and implementation of complex and sensitive projects
c. Promotion of Regional Cooperation
  • Promote regional cooperation activities in environmental management and safeguard capacity development
d. Knowledge Generation and Sharing
  • Lead and develop knowledge products (i.e. sector/thematic studies and assessments, good practices, guidelines, checklists, indicators, roadmaps, etc.), services and partnerships to deliver the objectives of ADB's environment and safeguard policies.
  • Lead and conduct capacity building programs on environmental management and country safeguard systems for staff, executing agencies of developing member countries (DMCs), and other concerned parties.
e. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Supervise the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Educational Requirements:
  • Master's degree, or equivalent, in environmental sciences, environmental engineering, environmental economics, anthropology, sociology, or related fields. University degree in environmental sciences, environmental engineering, environmental economics, anthropology, sociology, or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of relevant professional experience in environmental management and safeguard implementation
  • Strong multidisciplinary competence combined with substantial expertise in environmental policy, environment assessment, safeguards, institutions and capacity building
  • Knowledge of multilateral environment treaties, DMC policy and regulatory frameworks for environmental management and safeguards, common environmental standards, and environment assessment and safeguards
  • Familiarity with operations, policies and procedures of multilateral financial institutions, and experience in processing and implementation of ADB TAs and loans
  • Ability to lead inter-disciplinary teams, and strong interpersonal, conceptual and analytical skills
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries
