OVERVIEW OF THE FUNCTIONS OF THE POST
I. Background
The United Nations Educational, Scientific and Cultural Organization (UNESCO) has received funding for a project whose purpose is to improve the sexual and reproductive health (SRH) outcomes of adolescents and young people (10-24 years) in Zambia through increased access to high quality, age appropriate and gender transformative sexual and reproductive health education and services.
II. Duties and requirements
Under the overall authority of the Assistant-Director General for Education, the authority of the Director of the UNESCO Harare, and direct the supervision of Project Officer For HIV, in close collaboration with the Section of HIV and Health Education (HIV) of the Education Sector, the incumbent will be responsible for supporting the National Program Officer for HIV in strengthening comprehensive sexuality education programs for young people in school settings in Zambia as follows:
  • Support country efforts to scale up comprehensive sexuality education in Zambia using the International Technical Guidance on Sexuality Education, developed by UNESCO with UNFPA, UNICEF, WHO and UNAIDS;
  • Support UNESCO efforts to facilitate delivery of high quality comprehensive sexuality education that is gender transformative, evidence–based, age and culturally appropriate and age appropriate and youthfriendly SRH services for learners, adolescents and young people (aged 10 - 24) including those who are vulnerable such as YPLHIV and young people with disabilities;
  • Lead the development and delivery of comprehensive sexuality education curricula to ensure that they are evidence based-gender transformative, and age-and culturally appropriate;
  • Lead the development of a robust teacher education program for in-service, pre-service teachers; guidance teachers, and relevant authorities at colleges, and colleges of education;
  • Working in partnership with UNFPA and other partners, support the delivery quality and age appropriate sexual reproductive health information and health services for approximately adolescents and young people (aged 10 – 24) including YPLHIV and those with disabilities in supported project sites.
  • Initiate the development of programs that enhance Zambia's ability to protect children against sexual violence & harassment in school settings; Support development of activities to improve community engagement in young people's access to comprehensive sexuality education & services;
  • Support the development of research & evaluation around SRH for young people aged 10 – 24 years to enhance the evidence base for planning and implementation of programmes;
  • Engage in joint programming exercises with a wide range of partners in support of UNESCO's programme at country level, with particular attention to the following focus areas: comprehensive sexuality education, young key affected populations, gender and, gender-based violence;
  • Ensure timely narrative and financial reporting on elements from the regional programme and budget portfolio falling under the incumbent's responsibility, both within UNESCO and to external donors as appropriate.
REQUIRED QUALIFICATIONS
EDUCATION
  • Advanced university degree (equivalent to Masters) in a relevant field, especially education, social sciences or public health
WORK EXPERIENCE
  • At least two years of relevant work experience, including in HIV and AIDS programming.
  • Experience in education and resource mobilization would be an advantage.
SKILLS/COMPETENCIES
  • Strong experience and understanding of the country and a clear understanding of development work and of the education sector;
  • Extensive professional knowledge and experience on HIV and AIDS;
  • Significant technical expertise and experience in UNESCO's key leadership and main partner responsibilities within the UNAIDS division of labour and familiarity with UNAIDS would be an asset;
  • High level of technical writing skills on issues related to education and HIV and AIDS;
  • A track record in resource mobilization and ability to manage budgets and report on implementation Excellent organizational, networking and partnership building skills, tact and discretion;
  • Training experience and a strong capacity in communications Experience in monitoring and evaluation;
  • Strong strategic and analytical skills;
LANGUAGES
  • Fluency (oral and written) in English.
  • Fluency in other local languages would be an added advantage
