Public investment in child care provision has progressively expanded in LAC countries. Identifying alternatives of childcare service provision that are efficient at fostering female labor force participation depends on a clear understanding of the determinants of use of child care services. As part of the ESW (RG-K1334) on 'Maternal labor outcomes and alternative schemes of childcare services' this study will provide an analysis of the main factors that play a role in the decision of working and non-working mothers to use subsidized center-based and other non-parental childcare arrangements.
The Estancias Infantiles para Apoyar Madres Trabajadoras Program in Mexico (PEI, by its acronym in Spanish) aims at providing eligible parents with daycare for their children, so they are able to keep their jobs, look for one or study. The intervention is targeted especially to benefit mothers in poor households that do not have access to this kind of services.
Recent evidence of segmented demand for center-based childcare services and low rates of participation of the potential beneficiaries of subsidized childcare programs highlights the importance of understanding the relevant factors that impact mothers'decision of using non-parental childcare alternatives and their relationship to the maternal working status.
II. OBJECTIVE
The objective of this study is to analyze the data gathered from focus group interviews carried out in three Mexican cities in 2012, to understand the determinants of enrollment to subsidized childcare services, and the use of alternative non-parental childcare arrangements. The focus has to be on the elements of the childcare service that mothers consider essential when they make labor participation and care arrangement decisions.
III. ACTIVITIES
The consultant's work will consist of the following activities:
  1. Data reduction. Identify the categories that will serve to tag or label de data.
  2. Computer assisted analysis. Coding of 12 focus group interviews (already transcribed in Word documents) using NVivo software package. Double coding should be used following best standards in qualitative data analysis. In the process review the categories created in activity 1 as needed. The coding should be based on in vivo codes (i.e., the actual data taken from the transcripts).
  3. Profiling of mothers. Appraising the data and information to build –based on the coded interviews- a comprehensive profile of the mothers taking up the subsidized childcare program (PEI), a profile of mothers using other types of childcare arrangements and the profile of mothers not using any non-parental care for their children.
  4. Profiling of factors. Identifying the main factors underlying mother's decisions to participate in subsidized childcare program (PEI).
  5. Methodological annex. Creating a document with explanation and justification of the methodology used (including double coding, etc).
IV. REPORTS/OUTPUTS
Codification of interviews to be managed and analyzed using NVivo software package.
Analytical document with the elements mentioned above and including the thodological annex with a detailed description justifying the data and methodology used.
V. COORDINATION
The consultant will coordinate with Mercedes Mateo, Team Leader at IDB, and must be available for conference calls if necessary at the Bank's request.
VI. CHARACTERISTICS OF THE CONSULTANCY
Modality: Lump sum contract - PEC (Products and External Services Consultant). There is a pre-approved budget for this consultancy that will be adjusted depending on candidate's qualifications.
Starting date and duration: The consultancy will start on November 1st, 2013 and will end on December 15th, 201.
Place of work: consultant's residence.
Qualifications
Qualifications: Demonstrated experience in qualitative research work (at least one year). Master's Degree in Public Policy, Sociology or related social sciences. Ability to work with a multidisciplinary team. Comfortable use and knowledge of NVivo software package is required. Spanish language is essential.
Payment and Conditions of Employment:
If the work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded. --- Individuals with relatives working for the IDB within and including the fourth degree of consanguinity and the second degree of affinity are not eligible. This includes staff members and consultants. Candidates must be citizens of a member country of the Inter-American Development Bank.
