Background
The OSCE Office in Baku (the Office) is engaged in a long-term effort to support Azerbaijan`s increased compliance with OSCE commitments and related international standards. A major part of the long-term effort has been the Office`s support to Azerbaijani police in area of co-operation between police and public at large. The current project complements the Office`s overall objective and focuses on raising public awareness on Road Safety.
The Office developed the project on pilot level in order to implement in one selected district of Baku. The objective of this pilot project is to raise awareness of school age children and teachers on Road Safety and Traffic Management (RSTM).
The project`s main result: The level of awareness among almost 100 teachers and 3 500 pupils on road safety issues will be increased.
Tasks and Responsibilities
The Office will hire two local experts to prepare and deliver presentations for teachers of primary classes at schools in selected district of Baku city. During the one-hour presentation in each school, the experts will draw teachers` attention on daily safety problems of primary school pupils in traffic, practical information on how to make the pupils aware of the real problems, submission of relevant statistical data and lessons learnt. The experts will share their knowledge on access and utilisation of relevant internet sites as source for the teacher`s future use. Presumably, ten teachers will participate in the briefing in each school.
Following the activity 1.2, the same experts implementing the Activity 1.2, will deliver their presentation to the school children between of 4 to 7th grades in the same school. The police officers will accompany the experts and make interventions, where necessary. The presenters will draw children`s attention to the major problems of road safety and basic safety principles. The experts will focus particularly on the expected behaviours from the pupils when they are pedestrian in the traffic and passenger in a vehicle. The presentations will include spot cartoons to increase the visuality and efficiency of the messages. The expected number of participants is 80 for each presentation. The oral and visual part of the presentations to be followed by a special event in the schoolyard to display simulator chair and explanation of fatal results of neglecting wearing seat belts. Following the event the experts will distribute booklets and the promotional items to the pupils.
Necessary Qualifications
  • University degree in technical or pedagogical issues;
  • Knowledge of children`s psychology and excellent communication skills;
  • Extensive experience in road safety and traffic management issues;
  • A relevant experience as a trainer/facilitator.
Remuneration Package
The consultant will be remunerated commensurate with consultant`s experience and qualifications in accordance with OSCE established rates.
All payments for the services will be processed in AZN according to the OSCE exchange rate
