Background
In the line of the comprehensive audit of the CO and the Global Fund that have been planned for the first semester of 2014, the Yemen CO is planning to launch a pre-evaluation mission of its financial operations. This mission had to assess the adequacy and effectiveness of risk management, controls, and governance processes in order to provide reasonable assurance to the country office senior management regarding:
- Reliability and integrity of financial activities;
- Effectiveness and efficiency of financial transactions;
- Compliance with UNDP regulations and rules, policies and procedures;
- Eligibility of all the expenses;
- Traceability of all expenses with the correct supporting documents;
- Review of the cost-recovery with the aim to ensure that all amount has been recovered in line with UNDP rules and regulations;
- Review of the Finances management workflow and work process and identification of opportunities for improvement.
Duties and Responsibilities
Deliverables
Review Deposit Vouchers processed from January 2012 up to date and make sure:- Bank advices attached;
- Figures on vouchers and bank advices match each other;
- Relevant supporting documentations attached;
- Deposits filed in sequential order and prepare list of missing numbers;
- Vouchers filed in sequential order and prepare list of missing vouchers;
- Name of payees on vouchers are same as invoices and/or payment requests;
- Amounts paid on vouchers are same as invoices attached;
- Figures on Invoices, receipts, bills are clean not scratched or altered;
- When more than an invoice attached to a voucher should be added to ensure correct payment amount;
- Proof that goods and/or services rendered available with relevant supporting documentations;
- Proof that payment has been received by beneficiary by signing on copy of checks or official company's receipt or electronic fund transfer advice.

Required Skills and Experience
Education:
- Diploma certificate in finance or business administration.
Experience:
- Extensive experience of not less than 10 years in finance;
- Recent experience with UNDP;
- Recent knowledge of the Guidelines is an asset;
- Knowledge in ATLAS system.
Language Requirements:
- Fluent in English and good communication skills (oral, aural, written and presentation).
- Arabic is an added value.

Lowest price method – where the award will be made to the qualified/responsive individual who offered the lowest price.
