Background Research on Township Governance and Final Report Development on Local Governance Mapping

Procurement Unit will respond in writing or by standardelectronic mail and will send written copies of the response, including an explanation of thequery without identifying the source of inquiry, to all consultants.
1. BACKGROUND
Myanmar is in transition, with numerous reforms underway to strengthen the democratizationprocess. The 2008 Constitution provides basic principles of democracy, rule of law and humanrights, and the separation of powers. There is a strong commitment of the Government ofMyanmar to further roll out and implement a complex reform agenda at multiple levelsincluding and with a specific emphasis at the local and sub national level.To contribute to an enhanced basis for policy dialogue, and to support decision making, planningand engagement for national stakeholders and development partners, UNDP will conduct ananalysis of the state of Sub-national Governance in an initial group of 6 States and Regions ofMyanmar between August 2013 and April 2014 with an option to complete all 14 State/Regionsby August 2014. This initiative aims to respond to scarcity of data and to provide a criticalcontribution to the ongoing reform process.The purpose of the mapping exercise is to better understand the state of governance inMyanmar at both state/region and township level, from both the supply and demand sideperspective, i.e., from the institutional and people's perspectives. The mapping exercise willidentify the opportunities and challenges that exist in the area of sub-national governance, inorder to contribute to policy discussions on regional and local governance in an informedmanner. It is expected that this mapping exercise will build on the momentum of reforms, andcontribute to a further consolidation of the democratic transition process in Myanmar.

4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS
Interested Individual Consultant must submit the following documents/information todemonstrate their qualifications:
1. Proposal:
(i) Explaining why the consultant is the most suitable for the work
(ii) Provide the methodology on how the consultant will approach and conduct the work.
Financial proposal3. Personal CV including past experience in similar assignments carried out for otherorganizations and at least 3 references
5. FINANCIAL PROPOSAL
FeesThe financial proposal shall specify the consultancy fees and all costs in relation to the scope ofwork of the consultancy.TravelAll envisaged travel costs must be included in the financial proposal. This includes all travel tojoin duty station/repatriation travel. In general, UNDP will not accept travel costs exceedingthose of an economy class ticket.In the case of unforeseeable travel, payment of travel costs including tickets, lodging andterminal expenses shall be agreed upon, between the respective business unit and IndividualConsultant, prior to travel and will be reimbursed.Please also refer to TOR for Financial Proposal submission.
6. EVALUATION
Individual Consultants will be evaluated based on the following methodology.Cumulative analysisThe award of the contract shall be made to the individual consultant whose offer has beenevaluated and determined as:a) Responsive/compliant/acceptable, andb) Having received the highest score* Technical Criteria weight; 70%* Financial Criteria weight; 30%Only candidates obtaining a minimum of 70 points in the technical evaluation will be consideredfor the Financial Evaluation
