Background
The Chittagong Hill Tracts (CHT), located in the south-eastern corner with an area of one-tenth of the size Bangladesh (approx. 5,100 square miles) and with a population of about 1.5 million peoples, is one of the most diverse regions of the country in terms of geography, ethnicity, culture and tradition of the peoples. In addition to the majority community- the Bengali- it is home to 11 ethnic minorities, with each of these groups having their own distinctive language, culture, and tradition.
The region has remained largely outside the mainstream of development assistance for more than 25 years due to a prevailing insurgency situation in the area, ending with the signing of the CHT Peace Accord in December 1997.UNDP responded to the existing development needs in 2003 with a Preparatory Assistance project, culminating in a full-pledged USD 50 million, 5 year project signed with the Government in 2005: ‘Promotion of Development and Confidence Building in the CHT' with validity till 2009. However, in 2009 extension from 2011 until September 2013 was approved titled ‘Supporting Local Development in the Chittagong Hill Tracts (CHT)'.Currently, the project is operating in 16 sub-districts and is engaging with over 2000 communities in small development projects and empowerment. Other areas include Institutional Capacity Building, Health, Education, Economic Development, and Confidence Building. Gender is crosscutting within all these program areas. The main field office is in Rangamati, with two sub-offices in Khagrachari and Bandarban districts, and a policy office in Dhaka.Members of the relatively smaller CHT ethnic minorities are in general disadvantaged in access to primary services as health and education. Development initiatives seldom include the specific needs and do not account for the specific circumstances of these groups.Ministry of Chittagong Hill Tracts Affairs (MoCHTA) is one of the major CHT institutions. CHTDF-UNDP therefore, has identified the need for the placement of a Planning Specialist to support MoCHTA to enhance its planning capacity as a part of developing institutional capacity and implementing various planned activities under the capacity building of CHT institutions. Organizational Context: The Ministry of Chittagong Hill Tracts (MoCHTA) and UNDP-CHTDF has been jointly implementing program for promotion of peace and confidence building in the CHT commenced in 2003 and, as in its present form, will end in 2013. To support and increase the role of MoCHTA, in project management, MOCHTA is seeking a very dynamic and motivated person from Bangladesh national for the vacant post an IT Specialist, based in the Ministry of Chittagong Hill Tracts Affairs. The IT Specialist under the direct supervision and guidance of the Deputy Secretary (Development) of MoCHTA will be responsible to provide IT including Software services and technical support to successfully deliver operational services of MoCHTA development activities in the Chittagong Hill Tracts.
Duties and Responsibilities
Description of Tasks:
Under the direct supervision of the Deputy Secretary (Development) of MoCHTA and secondary supervision of the Local Governance Specialist of Capacity Development Cluster (CHTDF), the IT Specialist will undertake the following tasks:Key Tasks:
- Ensure all the ICT equipments are properly in use including relevant updates of software programmes;
- Ensure better use of LAN system to MoCHTA offices;
- Collaborate with the relevant departments for supporting regular update the MoCHTA web site;
- Facilitate better and effective Internet connectivity;
- Provision of technical assessments for the procurement of ICT equipment;
- Organizing data/information in a sequential way by Database Management Software;
- Implementation of ICT strategies and introduction/implementation of new technologies;
- Effective functioning of hardware and software packages of MoCHTA; and
- Facilitation of knowledge building and knowledge sharing through capacity development workshops, meetings and/or coaching/mentoring.
Responsibilities:
- Shall be responsible for management, maintenance and administration of all the IT equipments properly in use;
- Design, develop and maintain database applications software to support MoCHTA offices;
- Update the MoCHTA web site regularly;
- Responsibility of LAN administration, trouble-shooting and routine maintenance of ICT resources;
- Take preventive measures against computer viruses, increase awareness among users about viruses and assist them in taking virus protection measures;
- Manage and Maintenance of VSAT, Router, DHCP server and Linux server;
- Build up and implement user training for all aspects of day-to-day IT work;
- Maintenance and servicing of Desktop computer, Laptop, , UPS, Digital sender, Digital Camera, Fax machine, printers, Scanner , Stabilizer , network equipments and Photocopy Machine etc. ;
- Maintenance of an up-to-date ICT equipments Inventory and ICT Asset Custody;
- Participation in development and implementation of ICT annual plan and SOP in ICT services;
- Effective functioning (installation, operation and maintenance) of all MoCHTA hardware equipment and acquisition of hardware supplies; and
- Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment.
- Any other related tasks as assigned by the CHTDF-UNDP management.
Furthermore, UN Volunteer is encouraged to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
- Optimized cost-effective deployment of ICT resources in MoCHTA, technical support quality and response times ;
- Effectively manage the telecommunications facilities.
- Update ICT Assets Information;
- Make sure user data backup and security;.
- MoCHTA staff receive ICT training and are have the necessary knowledge and capacity to use equipment and programmes;
- At least two activities completed during assignment in advocating, integrating and/or mobilizing volunteers as part of the assignment and participation in UNV activities and events.

Required Skills and Experience
- At least an undergraduate University Degree in Computer Science or equivalent professional experience in ICT. Certification in CCNA and MCP would be desirable;
- Minimum 3 Years relevant hands-on experience on managing large LAN with WAN connectivity;
- Computer Skills: Knowledge of administering TCP/IP network devices, Antivirus System, Windows 2000/2003 Server, LINUX Server, Cisco Firewall, MS SQL Server 2000/2005 and Experience with supporting users' PCs Operating system, email through exchange server 2007, applications software, VSAT system, Router, Printer, photocopy machine, PABX system etc.; and
- Past experience in delivering training on the use of IT equipment and software programmes;
- Fluent in written and spoken English and Bengali.

In recent decades, Dhaka has seen modernisation of transport, communications and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation, this has reportedly made Dhaka one of the fastest growing cities in the world.Conditions of Service :A 12 month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to BDT 25,585 to cover housing, basic needs and utilities settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service. All National UN Volunteers are required to follow the Revised National UN Volunteer Conditions of Service effective as of July 2012.
