Description
Purpose of the Position Under the supervision of the Chief Contributions Unit, the incumbent will ensure prompt and accurate processing of contributions, special accounts and other funding agreements in adherence with UNICEF financial regulations & rules, policies and directives.
The incumbent will also:
-Analyze revenue and receivables for designated donors/customers and verify correctness of application of receipts.
-Assist the Chief Contributions Unit in the review of work processes towards introducing efficiencies, review of complex agreements, drafting of policies and procedures applicable to the area of financial resources, guidelines and training material.
Key Expected Results
-Review and approve transactions involving processing of contributions, special accounts, and application of funds received related to the designated/assigned donors/customers.
-Assist in the review of complex funding agreements to ensure adherence to UNICEF financial regulations & rules, policies and directives. This includes the assistance on the review of complex revenue/receivable issues which could require adjustments to prior year revenue, write-offs and/or refunds.
-Assist in drafting of policies and procedures applicable to the area of financial resource management, guidelines, training materials, work processes, procedures, and training materials.
-Assist in process analysis and systems/procedural/reporting improvements. -Prepare periodic management & information reports concerning revenue, special accounts, and status of accounts receivables and liaise with other UNICEF offices, Divisions and Units on issues requiring their support and/or clarification.
-Focal point for processing Contributions in Kind, Soft Credits, follow-up on accounts receivable from Programme country donors, Consolidated Grants/PBAs (Pooled Funding arrangements, Multi Donor Trust Funds/Special Accounts, etc) pledging conferences, and related reports.
-Assist in the overall management and guidance provided on Special Accounts to Fund Raising units, Country and Regional offices.
-Other assignments as given by the Chief Contributions Unit.
Qualifications of Successful Candidate
- An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s) is required. Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree (Bachelor's) (as identified above), may be taken in lieu of an advanced university degree.
- A minimum of five (5) years of relevant experience at the national and international levels in Finance, Budget, Accounting, or directly-related field(s) is required.
- Previous work experience within an international organization is highly desirable.
- Previous hands on experience in a supervisory/managerial capacity is required.
- Knowledge of SAP including data migration, reporting functionalities and the International Public Accounting Standard (IPSAS) is considered an asset.
- Advanced knowledge in the Microsoft Suite of Products (including MS Excel, MS Word, MS PowerPoint, etc.) is required.
- Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
