Purpose of the Position In United Nations Security Council Resolution 1960, the Security Council requests the Secretary-General to establish monitoring, analysis and reporting arrangements (MARA) on conflict-related sexual violence, including rape, in situations of armed conflict and post-conflict and other situations of concern. The purpose of MARA is to ensure the systematic gathering of timely, accurate, reliable and objective information on conflict-related sexual violence against women, men, boys and girls in all situations of concern, meeting the requirements of the Security Council under resolutions 1820, 1888 and 1960. Following the adoption of Security Council Resolution 1960, the United Nations Mission in the Congo (MONUSCO) and UNICEF are in the process of establishing a Country Task Force for the MARA in the Democratic Republic of the Congo. Consequently, a joint position of a child protection specialis MARA is being created, to be seconded by UNICEF to the Joint Human Rights Office (JHRO) at MONUSCO Goma. The specialist will provide specialized capacity on child protection to the MARA set-up.
Key Expected Results
MAJOR DUTIES AND RESPONSIBILITIES
Under the direct supervision of the UNICEF Child Protection Specialist for the Eastern Zone, the Child Protection Specialist MARA will:
1. Participate in the work of the MARA Country Task Force and assist in the implementation of its annual Work Plan and Advocacy Strategy;
2. Contribute to the preparation of regular reports, country report and contribution to the SG annual report to the Office of the SRSG on Sexual Violence;
3. Contribute to the analysis of information on the basis of monitoring and verification activities in order to contribute to the understanding of patterns and trends of conflict-related sexual violence against children;
4. Assist efforts to strengthen the work of the JHRO in design, delivery and evaluation of human rights training programmes focusing on sexual violence for Government officials, representatives of civil society, human rights NGOs and other stakeholders, by integrating the child protection dimension
5. Assist in ensure regular information exchange and close coordination in monitoring, verification and reporting with Child Protection Advisers (in peacekeeping and political missions), UNICEF Child Protection Officers or other actors leading on the implementation of 1612/1882 MRM
6. Contribute to the development and strengthening of the referral pathway for survivors of conflict-related sexual violence in line with Standard Operating Procedures for GBV Prevention and Response (IASC, 2008);
7. Undertake any other relevant tasks as requested by the Women Protection Adviser or Director of the Joint Human Rights Office.
MANAGEMENT AND INSTITUTIONAL ARRANGEMENT
1. The Child Protection Specialist-MARA is based in MONUSCO/JHRO in Goma. Though daily coordination of the work remains with the Women Protection Adviser of JHRO in Kinshasa, the Child Protection Specialist-MARA reports both to UNICEF Child Protection section and MONUSCO/JHRO. As a UNICEF staff, the performance of Child Protection Specialist-MARA will be assessed through the UNICEF E-PAS system, in consultation with the Women Protection Adviser.
2. The Child Protection Specialist-MARA handles sensitive and confidential information and is bound by both MONUSCO and UNICEF standards of confidentiality in accessing and handling the information.
3. UNICEF provides administrative support to the Child Protection Specialist-MARA, including for transport and funding for field missions. MONUSCO ensures that the Child Protection Specialist-MARA is provided with a desk, computer and benefits from MONUSCO transport for official business. Regarding security, the Child Protection Specialist-MARA is integrated in both MONUSCO and UNICEF/UN agencies Warden systems/security plans.
4. The incumbent of the post will travel frequently to Kinshasa.
Qualifications of Successful Candidate
1. Education - Advanced university degree, preferably in international law and political science
A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
2. Work Experience
- Five years of professional work experience at national and international levels in the fields of human rights and child protection in situation of conflict;
- Background/familiarity with Security Council Resolutions on sexual violence, as well DPKO and UNICEF mandates on child protection;
- Experience in human rights monitoring and investigations is desirable
