Background
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency forhuman settlements. To guide our engagements in this area, building on Habitat Agenda, the Agency'sStrategic Policy on Human Settlements in Crisis was developed articulating UN-Habitat's role in thearea of human settlements in crisis based on the previous experiences for resiliency and vulnerabilityreduction by using crisis as an opportunity to rebuild resilient communities.UN-Habitat has been involved in disaster management and reconstruction of disaster-damaged areassince its inception in 1978.
UN-Habitat operations in Asia include activities in Afghanistan,Bangladesh, Indonesia, Iran, Myanmar, Nepal, Pakistan, Philippines, Laos, Cambodia and Sri Lanka,under overall supervision of the Regional Office for Asia and the Pacific (ROAP) based in Fukuoka, Japan.
UN-Habitat established a presence in Myanmar in the early 1990's through 2004 during which timethe agency pioneered the „People's Process' by establishing the first community led projects in the Dry Zone, Shan State and the Delta. Over 2.1 million people were supported through developingcommunity social infrastructure networks and facilitating access to safe water. The agency alsodesigned the Human Development Initiative for UNDP and has partnered in implementation of HDI1, HDI 2 and HDI 3.
Today UN-Habitat continues to implement several normative and operational activities focusing onbasic access of services to settlements, while addressing cross-cutting issues of gender, disaster riskreduction, environment and climate change. As part of her normative activities, the agency isproviding technical assistance on issues related to the Habitat Agenda to its partners in Myanmarincluding the Ministry of Social Welfare Relief and Resettlement, Ministry of Construction, Ministryof Environmental Conservation and Forestry, Department of Rural Development (Ministry BorderAffairs), and Settlement and Land Records Department (Ministry of Agriculture and Irrigation).
UN-Habitat is currently supporting the Government of the Union of Myanmar through operationaland normative projects. Currently it has activities in several townships across the country under itssettlement support interventions. In 2012 UN-Habitat Myanmar intensified its support in normativeareas through technical assistance to several line ministries and stakeholders in policy and strategydevelopment and training in the areas of Urban Planning & Land Governance, Land Administrationand Management, City Development Strategy, Urban-Rural Linkages for Poverty Reduction, National Building Codes Development, Urban Research, Training & Capacity Building, and Community Driven Development. As part of a humanitarian assistance programme targeting communities of Kachin, Chin and ShanStates, UN-Habitat is going to implement Emergency Recovery, Rehabilitation and ReintegrationSupport to Ethnic Minority Areas in Myanmar. The overall objective of the project is to provide witha two-pronged approach of assisting in affected people in 'Comprehensive Recovery' through (a)Restoration of shelter, water supply, sanitation and community infrastructure; and (b) Provision ofinputs, tools and skills to restore livelihoods.In this context, UN-Habitat Myanmar is looking for the service of Finance and AdministrativeAssistant.
Duties and Responsibilities
Under the overall supervision by the Finance and Administrative Officer and direct supervision by theTownship Coordinator, the incumbent shall support and assist all finance and administrative matters.
The incumbent shall perform in particular the following duties:
  • Maintain Office Cash flow and monthly report for petty cash and project expenditurestatementPrepare cash forecast for project and operations in monthly basic
  • Accept invoices after goods received and check criteria for payable of invoices
  • Prepare UN-Habitat payment requests in line with financial authorization
  • Follow up the cash disbursement, remittance and advance return
  • Maintain documentation of expenditure, vouchers and related financial records in properfiling system
  • Assist to UNDP for issuing UN-Habitat payment requests
  • Prepare attendance, leave and salary request for project staffs
  • Follow up the HR procedure and providing contract extension and termination
  • Responsible for procurement process for Quotation and purchasing for local purchase
  • Ensure support to team's needs with smooth office automation
  • Manage timely payment of administrative bills like electricity bills, phone bills, etc.
  • Assist in management of office vehicles, drivers' log sheets, and generators' log sheet andorganize trips
  • Perform other duties as required
Qualifications and experience
  • University degree and relevant combination of academic qualification. (Bachelor degreein commerce, or economics or management is preferred).2
  • At least two years of working experience in financial field, in preference with an INGO/UN-agency.
  • Good knowledge with the UN-Habitat/UNDP financial processes and procedures ispreferred.
  • Matured, good communication skill, interpersonal managementCompetencies
  • Excellent interpersonal, communication skills in English and Myanmar.
  • Good team spirit and respect for diversity.
  • Good computer software skills including Ms-Office (Word, Excel, Access & PowerPoint.
  • Good in IT skill
