OBJECTIVES OF THE PROGRAMME :
The Health Systems and Innovation (HIS) cluster mission includes fostering innovation for better health and supporting Member States to promote Universal Health Coverage (UHC) by strengthening health systems and innovative approaches. Policy dialogue, informed by best evidence and systematic learning, and supported by capacity strengthening, aims to improve equity in health, access, coverage, quality and efficiency of health services.
The Service Delivery and Safety (SDS) Department supports Member States, and collaborates with development partners and other parts of the WHO Secretariat in promoting UHC and seeking to improve health systems delivery and health outcomes, particularly for poor people. Its mission is to coordinate, facilitate and accelerate the quality, safety, integration and responsiveness of health services' delivery. SDS has been established as a 'centre of excellence' in the issues of policy, organization, integration and coordination and measurement of key dimensions of service delivery performance for WHO within the Health Systems and Innovation (HIS) Cluster.
The main functions of the SDS department are:
- To provide global leadership in the core service delivery performance areas of safety, quality, care integration, responsiveness and people centeredness in order to support UHC;
- To harness knowledge, expertise and innovation to improve service delivery performance in health-care settings;
- To engage health care systems, non-governmental organizations, civil society, the expert community and the private sector in a global effort of to continuously improve health care services.
The Department is concerned with WHO's overall contribution to the attainment of expanded access to high quality, safe, people centred services in the context of universal health coverage.
Description of duties:
Under the guidance and supervision of the ADG, HIS the incumbent will:
- Provide strategic leadership across and beyond WHO on a clear vision and policy direction in the following key health service strengthening areas:
a) services integration across the continuum from promotion and prevention to care, rehabilitation and palliation,
b) patient safety and quality improvement,
c)traditional and complementary medicine,
d) medical products of human origin,
e) blood safety, organ transplantation and surgery, emerging areas of health services such as genomics mHealth/IT for services improvement;
- Lead the work of WHO in a variety of areas including:
(i) strategies and best practices for integrated care,
(ii) patient, family and community engagement in people centred health services,
(iii) guidance and tools for improving the safety and quality of health care,
(iv) approaches for improving the performance of health services organizations,
(v) new and emerging areas such as genomics, health services improvement through deployment of mHealth and telemedicine (in collaboration with KMS), among others;
- Build networks of collaboration with major stakeholders in the area of health systems and service delivery;
- Establish and maintain synergies with other departments, clusters and regional offices interested in strengthening health services, particularly with disease or population-centered programmes such as those concentrating on non-communicable diseases, HIV/AIDS, Maternal and Child Health, Polio and Immunization among others;
- Develop and implement innovative new approaches for cross cluster work on service delivery strengthening;
- Promote integration of Regional and Country Office perspectives and operational capacities into the work of SDS;
- Facilitate concerted action with other UN agencies, governments and NGOs to improve health services delivery, examining the continuum of care from community services to hospitals and long term care, and from health promotion to palliative care;
- Mobilize resources, both internal and external, to enable the achievement of programmatic objectives of the Department;
- Manage the financial and human resources of the Department in a manner fully consistent with WHO norms and procedures, ensuring optimal allocation of resources to meet objectives; - Other duties as requested by the ADG.
REQUIRED QUALIFICATIONS
Education:
Essential
- Advanced university degree in public health, health management or medicine.
Desirable
- Postgraduate degree (PhD) in public health or health-related subject.
Skills:
- Extensive knowledge of the areas related to health systems, service delivery, service quality improvement and/or patient safety.
- Demonstrated leadership and management skills, including the ability to translate achievements into resources and the knowledge of how to develop networks to foster innovation and empowerment.
- Excellent written, verbal and presentation communication skills, including negotiation.
- Extensive knowledge of the multilateral landscape related to health and development.
- Ability to foster and maintain integration and team work within the department, among departments in the HIS cluster, and other clusters.
- Good knowledge of the multilateral landscape related to health and development.

Experience:
Essential
- At least 10 years of progressive responsibilities at senior policy, leadership and managerial level at both the national and international levels in the field of public health.
- Experience in the areas of quality of service delivery, patient safety and assessment and integration of health services across the continuum of care.
- Proven experience in collaboration at senior levels with multilateral, bilateral and regional development institutions.
- Experience working with international organizations and in national administrations.
- Demonstrated ability to mobilize and manage resources and partners.
Desirable
- At least 5 years of experience working in a managerial capacity in a national health system, preferably in a developing country.
- Experience working with health service performance data and indicators.
- Experience in collaboration at senior levels with multilateral, bilateral and regional development institutions.
- A track record of related publications.
Languages:
- Expert knowledge of English. Intermediate knowledge of French desirable.
