Background
Since 2007 the Government is supporting the employment processes in the country with variety of Active Labour Market Measures-ALMMs that are targeting among other, the most vulnerable groups including Roma.
Taking into consideration that employment rate of Roma men and women is significantly lower in comparison to the national average, but also to their non-Roma neighbors in the communities where they live and the low success rate of Roma applicants in the various Active Labour Market Measures (only 21.45%) in comparison to other ethnic communities, Ministry of Labour and Social Policy and UNDP have agreed to pilot innovative approaches to employment generation programmes for Roma in 4 municipalities: Tetovo, Kumanovo, Prilep and Suto Orizari.
The past experience in implementation of the ALLMs has indicated that one of the biggest obstacles to the economic inclusion of disadvantaged Roma in the country is not only that they are excluded from these development processes, but also that they find it difficult to access them by using standard development tools.
In that relation more systematic and continuing support to unemployed Roma is needed from the local Roma activists - Coaches that will be recruited from the local Roma communities and trained about the complex socio-economic processes and available employment opportunities in the country.
The foreseen action is part of the regional UNDP intervention that among other objectives aims to increase of opportunities for Roma to become more active on the labour market, through activities such as trainings in vocational skills and entrepreneurship, subsidized employment, business start-ups and community services, and better understanding of market needs and expectations through couching and mentoring.
Key partners in the implementation of the initiative together with the Ministry of Labour and Social Policy (MLSP) are Minister without Portfolio – Coordinator of the Roma Decade in the country, Employment Service Agency (ESA), local self-governance units, civil society organizations and other.
OBJECTIVES
The objective of the assignment is to overcome the gap that exists between the Roma community and the institutions responsible for the socio-economic development in the country. Through this initiative the cooperation between the Roma and non-Roma populations is expected to improve, as well as the communication between Roma ethnic community and central and local institutions.
The Coach, will promote the available employment opportunities among target Roma community in Prilep, by using his knowledge of the Active Labour Market Measures (gained through the training organized by UNDP, MLSP, ESA and Centers for Social Work (CSW) and his/her knowledge of the people – potential Roma employment candidates in the target municipality. The role of the Coach is to inform, familiarize and initially motivate unemployed Roma with the employment opportunities offered by the Active Labour Market Measures or the local business sector.
He/ She will use the positive examples and support from Roma who already got employed through the Government employment programme, with special focus not only to programme benefits for the potential applicants but also about the responsibilities arising from them.
Duties and Responsibilities
Based on the above-described objectives of the assignments, the following tasks shall be performed by the Coach:
  • To gather and transfer elementary information and advices about the employment opportunities in the country to interested candidates in selected Roma community; The action will be done through face-to-face meetings, gatherings in Roma Informative Centre (RIC) premises, meetings in Roma civil society organizations, gatherings in the municipal premises and other;
  • To liaise interested candidates with mentors and the professionals coming from ESA, CSW, RIC, located in RIC premises, in order to acquire more detailed information related to employment possibilities;
  • To develop territorial and vertical partnerships;
  • To collect information and report on the field status, especially in the employment area; labour market needs; follow up of development processes and changes in the community;
  • To mobilize target community to identify manners to improve their quality of life;
  • To network and exchange/communicate best practices with other target Roma communities.
  • To prepare and deliver weekly reports about the number of Roma who expressed interest for elementary information and advices about the available employment opportunities in the country and for those that were liaised with the professionals form the Mentoring Centre in order to gain more detailed knowledge about ALMMs.
DELIVERABLES
This assignment shall be carried out by a Coach. Expected deliverables in the course of the assignment, are:
  • To successfully attend and complete the 'Employment opportunities and Active Labour Market Measures' training organized by UNDP, MLSP, ESA and Centers for Social Work (CSW) by 30 December 2013;
  • To inform, familiarize and initially motivate on monthly basis at least 20 unemployed Roma from the target municipality with the employment opportunities offered by the Active Labour Market Measures or the local business sector;
  • Delivered monthly progress reports with the number and information about Roma who were initially informed, familiarized and motivated to learn about the employment opportunities and number and information about those Roma that have expressed interest for receiving more detailed information about ALMMs from the professionals in the Mentoring Centre. Total 6 monthly progress reports to be prepared and delivered for the period 01 December 2013 until 31 May 2014.
DURATION OF ASSIGNMENT
The part-time assignment (4 hours per day) of 6 working months shall commence on 01 December 2013 and shall end on 31 May 2014.
PAYMENT SCHEDULE
The payment will be done in 6 monthly instalments.

  • Excellent communications and facilitation skills;
Language Requirements
  • Language proficiency in both written and oral Romani and Macedonian language. Knowledge of English language will be an asset.
Required Skills and Experience
Knowledge and skills:
  • High School Diploma; BA will be considered an asset.
  • Experience in working with people of different cultural, ethnical and religious background, different gender, and diverse political views.
  • Experience in working on employment promotion programmes or private sector development, or personal experience in entrepreneurship and business will be considered as an asset. Provide information and reference list on your experience in employment promotion or private sector development projects/programmes or your own experience in entrepreneurship and/or business management;
  • Strong communication and organizational skills and good computer skills, ability to use information technology as a tool and resource;
Experience:
  • at least 2 years' of professional experience in processes related to socio-economic inclusion of Roma and/or other vulnerable groups in the country;
  • Field (residing and/or working) experience in/with target Roma community of Prilep is required;
  • professional experience in social services, economics, entrepreneurship, employment will be considered as an asset;
  • Experience in working with international organizations, state institutions, local authorities and civil society organizations.
