Deputy Country Representative (to become Representative in the future) „ GRET
Founded in 1976, GRET is a French non-profit association of professionals for fair development. It supports social and economic sustainable development with an approach based on partnership and action research. Active in 30 countries in 2009, GRET has 13 permanent branch offices in Asia, Africa and Latin America. GRET combines the roles of project practitioner or co-practitioner, expert, contributor to public policy and producer/distributor of development references. GRET Head Quarter (HQ) is based in France. „
Context
Since 1995, Gret is working in Myanmar in the fields of agricultural development, microfinance, nutrition and heath in Chin and Rakhine States, in the Dry zone and in Ayeyarwaddy delta. A Representation (Rep) office is established in Yangon to provide cross-cutting services to projects, to supervise actions and to work in relationships with donors, authorities and partners. Gret Deputy Representative will work in close collaboration with current expatriate Gret Representative with the idea to promote Deputy Representative to become Representative in the future. All duties described bellow Representative but in a first stage they will be shared/do with International Representative, time for Deputy Representative to be ready for Representative position.
Job Objectives
Under the direct supervision of and in strong collaboration with Myanmar Gret Representative, Deputy Representative is the responsible person for:
1. Insuring representation actions towards donors, partners and government
2. Strengthening Gret's intervention in the country through development of a strategic view project writing contribution and development of projects, partnerships,…
3. Human Resources administrative management of every Gret staff contracted in Myanmar on line with Gret Human Resource Policy
4. Following operational implementation of projects and coordination between them 5. Supervising financial and accounting management of Gret's Myanmar activities
6. Making link with HQ team Detailed duties The Deputy Country Representative will:
1. Insuring representation actions towards donors, partners and government
- Undertake necessary actions for getting legal authorization for Gret to work in the country (MOU, TA, Visa,….) Participation in meetings, seminars, on behalf of Gret
2. Strengthening Gret's intervention in the country
- Coordinate a collective definition of a country action plan and facilitate its implementation
- Prospect to assess opportunities of Gret's activities development in priority sectors or geographical areas.
- Give advice and share his point of view on project proposals including budget Develop collaborations with relevant partners
3. Human Resources administrative management
- Ensure that Gret is respecting fiscal and social aw of the country
- Participate in the on going process of all component of the human resources policy (salary scale, benefits, conditions of work, internal rules and regulation
- Make sure of the consistency and good application of the Human Resource Policy at national level
- Recruit representation team and participate to recruitment process for project key staff
- Manage Representation team
- Be legally responsible of all staff contracted by Gret in Myanmar an sign all employee contract
- Make sure that security rules are updated when necessary and well known by every Gret staff
- Make sure that Representation team can provide logistic, admin and financial support to project Follow-up project implementation through email and phone contact, report, participation to project coordination meeting when possible, field missions, Organize regular coordination meeting at national level with all Project managers.
- Coordinate information, facilitate competences and experience sharing between different projects and with partners
5. Supervising financial and accounting management of Gret's Myanmar activities
- Responsible of Gret bank accounts and cash at Yangon level
- Work with Finance Manager for preparing the annual Rep budget in close collaboration with HQ and project managers and then ensure a regular following-up of budget balance.
- Make sure that Representation accounting system is operational and well updated
- Make sure of having a well consolidated accounting file at national level including all projects
- Make sure of respecting deadline for project reporting and fund request/invoices to donors
- Make sure that quarterly fund request is prepared on time and that every project can receive regular cash transfer for working
- Make sure that financial Gret's procedures are well known and applied in the country 6. Making link with HQ and other countries representation
- Report to Gret Director of Operation on country situation and news,
- Request validation of Director of operation validation on some strategic decision for project or partnership opportunities
- Have regular contact with HQ colleagues insuring project backstopping or participating on development of new activities
- Collaborate and share experience with Gret representative from other countries
Skills required and others:
Only for national person can apply Experience in coordination and management position at national level Experience in Project management including financial management Working experience with international NGO at national level dealing with different donors Juridical knowledge level for ensuring respect of Myanmar law and understanding of donor agreements Rigor, autonomy, organization and pedagogical abilities Very good interpersonal skills, interest for teamwork and self-confidence Excellent writing, communication and negotiation skills in English
