Background
As the custodian of the evaluation function, the Evaluation Office (EO) supports the Administrator in his/her substantive accountability function, and contributes to informed decision-making by the Executive Board and programme managers who are responsible for managing for development results by the organization. It also enhances the evaluation function across the UN system by engaging with partners in the evaluation and development community.
The EO undertakes two major types of activities to support the accountability function: (1) it conducts independent country-level evaluations, including Assessments of Development Results (ADRs), thematic and programmatic evaluations, and (2) it supports the conduct of decentralized evaluation through the provision of guidance (e.g. the ‘Handbook on Planning, Monitoring and Evaluating for Development Results') and maintaining the Evaluation Resource Centre which is a repository of evaluation reports that is accessible by the public. Thematic Gender Evaluation 2014
At its 2011 annual session, the Executive Board recommended that the EO undertake a global evaluation of gender mainstreaming in UNDP. The purpose of the evaluation is to inform decision-making and provide evidence-based inputs for the deliberations of the Executive Board on how to strengthen UNDP's role in promoting gender equality and women's empowerment, particularly in the context of the formulation of UNDP's new Strategic Plan. It will assess the extent to which the recommendations from the previous evaluation of gender mainstreaming (1996 – 2005) were taken into account in shaping UNDP's gender mainstreaming efforts and especially the Gender Equality Strategy 2008-2013.The evaluation will be forward-looking, responding to corporate concerns to increase the effectiveness of the organization's gender mainstreaming policies and strategies.
Preparatory Workshop – Thematic Gender Evaluation 2014
The preparation phase of this evaluation will culminate in a two day workshop which will inform and initiate the process of establishing an appropriate framework to assess the contributions of UNDP to gender mainstreaming and women's empowerment. The workshop will be organized on 16-18 December 2013 to discuss and finalize a comprehensive Terms of Reference for the Evaluation. Participants will include external resource people, UNDP evaluation staff, UNDP gender stakeholders from Headquarters and country offices and others (maximum 35 participants). In time for the workshop, a background paper will have been produced by an external, Senior Gender Consultant, which will serve to inform and guide the deliberations of the event.
The specific objectives of the workshop are:
  • To define gender issues and gender evaluation both within and outside UNDP and to build a common vision and strategic direction for the Thematic Gender Evaluation;
  • To strengthen the understanding of approaches that have been adopted to evaluate gender;
  • To produce comprehensive Terms of Reference for the Evaluation, containing key evaluation questions, components of the methodology and processes.
In this process, the UNDP Evaluation office seeks the services of an individual, group of individuals or an institution who can fill the role of Facilitator for this workshop. The Facilitator/s will support the Evaluation Manager and team, and consult with the author of the background report. The Facilitator/s is expected to plan, implement and follow-up on the workshop and support the compilation of the final workshop report and Terms of Reference. The contracted Facilitator/s will be expected to possess excellent knowledge and understanding of gender mainstreaming and women's empowerment issues, UN development operations, UNDP and its strategic priorities and working mechanisms. The task is estimated to take approximately 12 working days between November and December 2013, and is expected to be completed by 31 December 2013. The Facilitator/s is/are expected to travel to New York to facilitate the workshop. Pre-retreat consultations with EO staff and other stakeholders as necessary will be conducted by audio/videoconference.
Duties and Responsibilities
Under the direct supervision of the Evaluation Managers, the facilitator/s is required to ensure the successful preparation and facilitation of the above meeting. The consultancy is expected to deliver innovative and participatory approaches to maximize the effectiveness of the meeting. The role of facilitator/s is to design and deliver a workshop that will ensure the achievement of three workshop objectives.
In particular, the duties include:
Undertake workshop preparation
  • Draft a preliminary overall design of the workshop covering methods to be adopted and an overall agenda;
  • Given a list of potential participants and an understanding of the EO goals, objectives and expectations for this workshop, review workshop materials provided by EO and recommend adjustments to the design in order to meet the needs and expectations;
  • Design the format of the meeting sessions;
  • Design and deliver components of the workshop as necessary.
Manage the learning and stock-taking process during and after the workshop
  • Ensure that the meeting is conducted in an interactive and participatory style;
  • Ensure that participants have clearly understood objectives and group tasks;
  • Facilitate participants' sharing of experiences and identification of priorities;
  • Facilitate concrete action planning;
  • Monitor the learning process and ensure it moves participants toward expected outcomes, through formal and informal assessment techniques and instruments;
  • Participate in and/or facilitate writing and discussion of the workshop report.
The Facilitator/s is expected to produce the following deliverables:
  • Design/Lesson Plan for workshop in draft - mid November;
  • Workshop facilitation and follow-up (5 days in person in New York) – December 16-20, 2013;
  • Workshop report summarizing discussions, participant feedback and proposed way forward/ action points covering the three Workshop objectives – December 31, 2013.
Competencies
  • Strong facilitation and drafting skills;
  • Ability to consolidate and synthesize substantive comments and views of multiple stakeholders in a balanced and concise manner;
  • Excellent interpersonal skills and ability to empathize with the various organizational mandates and cultures of the UN system.
Required Skills and Experience
Education
  • Lead Facilitator must have an advanced degree or equivalent in economics, public administration, business administration, social sciences, gender studies, gender laws or related field.
Experience
  • Minimum 7 years of relevant work experience with facilitation, with a focus on designing and facilitating multi-stakeholder planning and change processes, workshops and meetings for United Nations and/or other international, regional or bilateral development organizations;
  • Experience in working on gender equality issues and facilitation of similar events, is essential;
  • Hands-on expertise in designing and implementing a wide range of interactive methods for adult learning and organizational change processes;
  • Cultural sensitivity and experience in moderating meetings of culturally diverse and international groups;
  • Relevant educational background with an advanced university degree in economics, public administration, business administration, social sciences or related field.
Language
  • Fluency in English.
