Background
The UN reform aims to bring the 21 different UN agencies working in Mozambique better together to improve the effectiveness of their work in support of poverty reduction in Mozambique. By working closer together the agencies can use financial and human resources more efficiently and effectively as well as having a coherent voice.
Consequently, one of the areas were UN strives to coordinate is in the field of communications. Towards that end, the UN in Mozambique has formulated a common communication strategy 'One Voice' to support the achievements of the development results stipulated in the common UN programme. The implementation of the strategy is coordinated through an internal UN communication working group that reports to the senior management of the UN system in Mozambique.
The One Voice Strategy focuses on the UN's joint external communication at the country level, which aims to support the achievement of development results, programme objectives and UN leadership in the area of development assistance. Through the One Voice strategy the UN pools resources, coordinates efforts and sharpens its focus to seek stronger impact of key messages that are common to the UN system.
The One Voice Strategy consists of two elements, both of which are externally oriented and directed; communication for public awareness and communication for public advocacy.
Public awareness:
  • Aims to inform the general public about the work of the UN system and issues that are important to the UNDAF agenda;
  • Public advocacy: Aims to influence decision-makers on public policy and resource allocation on issues that are important to the UNDAF agenda.
The work will be done in coordination and with inputs from UN agencies working in Mozambique. It will require travel in the country to meet UN people and beneficiaries.
Duties and Responsibilities
Scope of Work
The consultant is expected to deliver finalized qualitative products in a timely manner. He/ She will work closely with communication officers and relevant programme people within different UN agencies to identify and prepare the communication materials demanded. The work will require travel in the country to meet UN staff members and beneficiaries but will otherwise be Maputo based. The intensity of work will vary depending on needs and after discussion with the contractor.
The contractor is expected to help UN achieve the results stipulated in its 'One voice' communication strategy and deliver on the activities identified in the work plan.
Expected Outputs and Deliverables
Most outputs and deliverables will be demand driven and timeframe will be agreed between supervisor and contractor. The overall time frame for the contract is 12 months.
The consultant is expected to deliver the following outputs:
  • Minimum two stories per month for web and other publications – focus on human interest stories and lessons learned. This may include travel;
  • On demand reporting on launches and events. This may include travel;
  • UN Annual online report including writing, managing the process with photos, layout, translation and coordination of inputs;
  • Other content generation for the website on eg delivering as one, MDG;
  • Writing up good DaO practices;
  • Fact sheet editing – UN programme, thematic papers;
  • Proposal editing;
  • Managing and controlling translation processes of the produced material;
  • Photography;
  • Social media updates.

Required Skills and Experience
Education:
  • At least a bachelor degree in media, journalism or communications.
Experience:
  • The contractor should have a minimum of 3 years' experience in international development;
  • Experience from the United Nations is an advantage.
Language:
  • Proven ability to write and communicate clearly in English and Portuguese. is required.
